Fact 1 • Many existing Passenger Terminals operating today were designed before 9/11 and therefore do not have the basic security components and flexibility to address today’s threats and regulatory requirements. • Many of the security upgrades are designed and executed in a “silo” approach by teams of engineers (in most cases provided by the vendors) in a limited engineering perspective. 11 Confidential
Fact 2 • New Passenger Terminals are designed by architectural and engineering companies in accordance with client briefs. • Most Clients do not have the available security expertise to support the security design process and leave it to the architectural and engineering design team. • Most architectural and engineering teams do not have “in-house” specialist security expertise and leave it to the general knowledge and “common sense” of their engineers. 12 Confidential

LIP - Design objectives 1. Balancing the principle objectives of the airport against the creation of residual commercial opportunities; 2. Efficient vehicular parking facilities offering a range of products and accommodating the full range of vehicles which are likely to access the airport in the short term (2019) and long term (beyond 2029); 3. Traffic access network providing efficient and intuitive flow for all transport modes, including public and private vehicles, future transport corridor, and buses and taxis, for the short (2019) and long term (beyond 2029); 4. Road development that eliminates a single point of failure; 5. Segregation of various modes of transport as appropriate and full segregation between traffic and pedestrians;
6. Establishment of a clear hierarchy of use for various uses; 7. Pedestrian connectivity between precinct facilities including T1, T2, car park, drop off/pick up points and commercial developments; 8. Establishment of a landscaped ‘plaza’ to provide a relaxed, unique travel experience designed to fully integrate with the existing T1; 9. Improved security outcomes for ‘crowded places’ 10. Appropriate staging for the implementation of the development; 11. Seamless integration of infrastructure, car park, public space (plaza) and commercial opportunities.
