Overview of URBACT II European Territorial Cooperation programme 2007- 2013 jointly financed by ERDF and Member States – budget 69 M€ ) Main objective To promote Integrated & Sustainable Urban Development Specific objectives • To facilitate exchange & learning among EU cities • To draw lessons and build knowledge • To disseminate good practices and lessons learnt • To support policy-makers and practitioners THE networking programme for EU cities on urban issues

URBACT II – First achievements • 52 networks involving 450 cities across 27 MS + NO and CH • + 4000 local stakeholders involved • + 260 action plans produced (80% being implemented) • Capitalisation on knowledge (e.g. Cities of Tomorrow: Action today) • Capacity-building on integrated approach & participative action-planning - 27 national seminars for local urban policy-makers/ practitioners - 2 EU level Summer Universities - Pilot Training for Elected representatives • 9 Pilot networks being launched to test tools for U III

URBACT III Future Orientations Thematic Concentration (2) Thematic Coverage selected after consultation with the MS 70% of exchange and learning budget to be dedicated to 5 Thematic Objectives: strengthening research, technological development and innovation (TO1) supporting the shift towards a low-carbon economy in all sectors (TO4) protecting the environment and promoting resource efficiency (T06) promoting social inclusion and combating poverty (T09) promoting employment and supporting labour mobility (T08) The remaining 30% will be available for all other themes based on a bottom up approach URBACT III Brussels Consultation 19th February 2014

Specific Objective 1 – Building capacity Expected result Specific Objective 1 Cities have increased their knowledge and capacity in regard to sustainable development To improve the capacity of cities to manage sustainable urban policies and practices in an integrated & participative way • • • • ACTIONS Training seminars at national & transnational level Expertise support for cities willing to develop integrated & participatory approaches, new organisational models, etc. Main target groups and types of beneficiaries Practitioners, city staff and managers, elected representatives, other local stakeholders Cities involved in URBACT projects (incl UDN cities implementing integrated urban strategies & actions under article 7 or 9) URBACT III Brussels Consultation 19th February 2014
Specific Objective 2 – Designing Expected result Specific Objective 2 Cities have designed integrated strategies and action plans for sustainable urban development drawing on EU good practice To improve the design of sustainable urban policies in cities • • • • • • ACTIONS Transnational exchange seminars, including study visits, peer-reviews, etc. Production of baseline studies reviewing state of play in partner cities Production of integrated urban strategies/ action plans for sustainable urban dvpt (incl. use of planning tool e.g. RFSC) Involvement of local stakeholders in participatory policy-making at partner level Communication on network activities & results Expertise to support partner cities in developing participatory & integrated approach Main target groups and types of beneficiaries • EU cities willing to develop sustainable urban development strategies & action plans URBACT III Brussels Consultation 19th February 2014
