Slide7:  (Qtl/ha) Productivity Status 2003-04 Weather Scenario 2006-07:  Weather Scenario 2006-07 Monsoon in U.P. arrived about 15 days late. June and July received 93% & 87% of the normal rainfall. In August only 38% rains were received. Overall 67% of the normal rainfall has been received till 8th Sept. 2006 Only 24 districts received normal rainfall till 8th September There was dry spell of three weeks in August. Rainfall Status - 2006:  Rainfall Status - 2006 With ref. to Normal Krishi Unnayan Pakhwara Kharif - 2006:  Krishi Unnayan Pakhwara Kharif - 2006 Wheat productivity can not be visualized in isolation in U.P. as more than 45 lac hectare area is under paddy-wheat rotation. As a strategy Krishi Unnayan Pakhawara was organised during May 06 to advance the transplantation of paddy and ultimately to advance the sowing of wheat at least by 15 days. During this period Nayay Panchayat level Kisan Gosthis were organised and the following activities were taken up. Dissemination of technology. Sale of certified seed and implements to the farmers. Distribution of Bio-Fertilizers (Rhizobium, PSB culture) Distribution of Bio-Pesticides (Trichoderma, Baveria) Sanction of Crop Loan on the spot. Distribution of Seed Minikit. Collection of Soil Samples. Contd… Slide11:  Scientists from KVKs, SAUs, Regional Agriculture Research Station, Extension functionaries of agriculture, co-operative, Animal Husbandry, Commercial Banks, Revenue Department as well as District Collectors and Elected representatives participated in these Gosthis. 2,43,050 farmers participated in Krishi Unnayan Pakhwara Kisan Gosthis. It resulted in advance transplantation of paddy and coverage of 98.73% area of the target. Due to dry spell in August 06, there was some set back but wide spread rains in the last week of August and onwards have improved the prospects of kharif. Proposed increase over - 16.65% last year production (Wheat) Rabi food grain production - 307.88 lac tonnes. Proposed increase over - 18.61% last year production (Food Grain) Strategy to Achieve the Productivity Targets in Rabi 2006-07:  Strategy to Achieve the Productivity Targets in Rabi 2006-07 Seeing the success of Krishi Unnayan Pakhwara in Kharif KRISHI UNNAYAN PAKHWARA for Rabi planned from 15th to 31st October 2006 to ensure advance-sowing of wheat by 15 days. 75% sowing targeted to be completed by Nov. end and rest 25% by 15th December 2006. Ensuring availability of certified/quality wheat seeds at sale points before Oct 31st, 2006. Ensuring availability of power 12 to 14 hours to rural feeders and weekly Monitoring Committee headed by DM to ensure water in canal systems and state tube wells functional. The climate of this region is subtropical. Average rainfall is 1150 mm. Soil type is loamy and clayey loam which contains high organic matter. Wheat cultivated in irrigated conditions. Varieties recommended- U.P.-2338, K-9351, K-9107,K-9533,K-9423, K- 7903, K-9162, P.B.W.-343, P.D.W.-215, W.H-542, U.P.-2382, H.D.-2687, K- 88, Malviya-234, P.B.W.-373 Slide20:  2. Western Plain Zone (Meerut and Saharanpur Region) Use of Organic manure and Zinc Sulphate emphasized. About 2.0 lacs hectare area sowing is planned by use of Zero seed drill. Varieties recommended- PBW-343, U.P.-2338, U.P.-2382, P.D.W-215, W.H.-542,K-88,C-306, K-78, P.B.W.-373, H.U.W.- 234, Raj- 3765, H.D.-2687 K-8962, K-9465, K-9351, K-9006, K-9107, K- 9423, K- 9533. Slide21:  3. Central Western Plain Zone (Moradabad, Bareilly Region except Shahjahanpur District) Soil testing emphasized for balanced use of fertilizer. Varieties recommended- U.P.-2338, H.D-2687, K- 88, P.B.W.-343, U.P.- 2382, H.U.W- 234, and Raj.-3765 H.U.W.- 510, K- 9351, K- 9006, K- 9107, K- 9533, K- 9423 Slide22:  4. South West semi Arid Plain Zone (Agra Division) Light and frequent irrigation in saline soil. Irrigation should be done after salty water treated with Zypsum. Sprinkler irrigation for undulated land. Varieties recommended- K- 8027, K- 8962, K- 9465, K- 9351, U.P.- 2338, P.B.W.- 343, K- 9107, U.P.-2382, Raj- 3077, Raj-3765, P.B.W.-373, K- 7903. Slide23:  5- Central Plain Zone Kanpur, Lucknow (except some parts of Kheri) and Allahabad division ( except Pratapgarh) Sprinkler irrigation in Khadar land of rivers banks. Bundelkhand Zone (Jhansi and Chitrakoot Division) Proper land preparation needed in mar (black) soil . Promotion of drip/sprinkler Irrigation. Varieties recommended- K-8027, C-306, K-8962, K- 9351, Lok-1,Raj- 1555, K- 88, K- 9107, U.P.- 2338, G.W.-273, P.B.W- 343, H.U.W.-234, K-7903, K- 9162, K- 9423, H.U.W.- 468, H.U.W- 510. Slide25:  7- North Eastern Plain Zone (Gorakhpur, Basti and Devipatan Division) As per need trace element specially Zinc Sulphate to be used. Varieties recommended- K- 8027, Indra- (K-8962), Gomti(K- 9465), Deva(K- 9107), H.P.-1731, K- 9006, Malviya-234 . Slide26:  8- Eastern- Plain Zone (Faizabad, Azamgarh, Varanasi Division, Pratapgarh District of Allahabad Division and Ravidas Nagar District of Vindhyachal division) Thrust on timely sowing. For late sowing of wheat high seed rate (125 kg/ha germinated seed) to be used. Varieties recommended- P.B.W.-343, C- 306, Indra (K- 8962), K- 88, U.P. 2338, Deva(K-9107), H.U.W.- 234, H.D.-2643, H.P.-1633, Triveni (K-8020), U.P.- 2382, Gomti (K- 9465), Ujiyar(K-9006). Slide27:  9. Vindhyan Zone (Sonabhadra and Mirzapur district of Vindhyachal division and Southern part of Allahabad district) Drip/Sprinkler irrigation to be promoted. Varieties recommended- C-306, K- 8962, K- 9351, K- 88, U.P.- 2338, W.H.-542, N.W.- 1012, U.P.-2382, K- 9107, H.U.W.- 468, K- 8434, H.U.W.- 533, H.U.W.- 510. Management of Inputs:  Management of Inputs Seed distribution target 24.35 lac quintal as against 22.04 lac quintal distributed in last Rabi. Enhancement of 2.31 lac quintal. State aims to achieve 22.85% SRR in Rabi 2006-07 . It is proposed to distribute 21.64 lac quintal wheat seed as against 19.43 lac quintal last year and increase SRR from 21.40% in Rabi 2005 to 23.82% in Rabi this year. It is 2.20 lacs quintals more than last year’s distribution. 1. Seed Distribution 2. Fertilizer & Crop Loan Management:  Fertilizer distribution to be increased by 7.83% with emphasis on P and K. For balanced use of fertilizer, It is proposed to narrow down the N.P.K. ratio of 9.09 : 4.18 : 1 in 2005-06 to 8.12 : 3.87 : 1. It is proposed to distribute Rs. 5575 crores as crop loan as compared to Rs. 4833 crores distributed in RABI 2005-06. It is an increase of about 15% over last year. 2. Fertilizer & Crop Loan Management ( in Lac M.T.) Slide30:  3. Pest Management The use of chemical pesticides to be gradually discouraged and preference to be given to bio-agents/ bio-pesticides. 15 State Bio Control Labs (SBCL) (of which 9 managed by DoA, 4 by SAUs and 2 by CIPMC) are producing Bio-pesticides /agents. 4. Strengthening of Extension Network:  4. Strengthening of Extension Network Revitalization of extension system of DOA after return of Kisan Sahayaks from Panchayati Raj. Each Nyay Panchayat to be covered by Kisan Sahayak for dissemination of technology. Organizational reforms to implement ATMA model for taking up extension activities upto Nyay Panchayat. Strategic Research and Extension Plan (SREP) prepared for 32 districts. Strengthening of farmer led extension system through formation of Farmers Field School in all 813 development blocks. Bhoomi Sena Yojana Bhoomi Sena Yojana launched (entirely through own resources of Govt. of U.P.) in 2005 with the objective to bring degraded land belonging to small and marginal farmers and other Patta holders under cultivation. The main objective is to reclaim usar, ravine and water logged lands. To identify Bhoomi-Sainiks and provide assured employment for minimum of 100 days. Bhoomi Sainiks comprise of landless agricultural labourers, new/old land allottees and small & marginal farmers. UP Sodic Land reclamation Project–II (1999-2007), 1,89,671 ha. reclaimed in 22 districts benefiting 3.75 lacs families, 92% of them are small, marginal farmers. 11,132 Self Help Groups formed to ensure participatory management of the land treat under the scheme. 196 Farmer Field Schools organized covering 12,271 member-farmers of 2,111 villages. It has emerged as a powerful local platform for extension & technology dissemination. 15 Sodic e-choupals established to provide computer training and e-governance facilities. Annual household income of marginal farmers increased from Rs. 15,668 to Rs. 21,978 and that of small farmers from Rs. 20,646 to Rs. 33,104 per annum at constant prices of 1999-2000. Employment generation increased from 36 to 185 man days/ household per year. Wages increased about 2.5 times. The following table illustrates the MSP for wheat crop recommended by State Government and MSP announce by GOI. Keeping in view the ever increasing cost of inputs and cultivation in general remunerative price mechanism is most critical factor in enhancing agricultural productivity and overall socio-economic status of the farming community.
