The agreement was designed to provide an international forum that encouraged free trade between member states by regulating and reducing tariffs on traded goods and by providing a common mechanism for resolving trade disputes. But China continued its market-oriented reforms China entered WTO on Dec. 11, 2001:  China entered WTO on Dec. 11, 2001 After 15 years of arduous efforts, the protocol on the PRC’s WTO entry was approved and adopted at the Fourth WTO Ministerial Meeting held in Doha, capital of Qatar, by representatives from142 members on November 10, 2001. On December 11, 2001 China formally became the 143rd member of the WTO. Entering the WTO is a strategic decision made by the Chinese government under the condition of economic globalization, marking the new stage of China’s opening-up. China Economic Achievements :  China Economic Achievements Since initiating the reforms and open policy in 1979, China has achieved tremendous success. Growth of about 9% per annum since the late 1970s has helped to lift several hundred million people out of absolute poverty Between 1990 and 2000 :  Between 1990 and 2000 the number of people living on a dollar per day fell by 170 million, while total population rose by over 125 million. market-oriented reforms over the last two decades also dramatically improved the dynamism of both the rural and urban economies and resulted in substantial improvements in human development indicators. Nevertheless, substantial challenges remain. :  Nevertheless, substantial challenges remain. More than 135 million(1亿3千5百万) Chinese, many in remote and resource-poor areas in the western and interior regions, still have consumption levels below a dollar per day, often without access to clean water, arable land, or adequate health and education services. Slide16:  Benefits China gets from WTO Since it entered the World Trade Organization (WTO) on December 11 ,2001, China has been creating a win-win situation for itself and the rest of the world by fulfilling its membership commitments to the WTO Slide17:  To dismantle regulatory barriers to fair trade, nearly 30 departments of the State Council(国务院), China's cabinet, have sorted through some 2,300 legal documents related to WTO rules, of which 50 percent have been abandoned or amended. New laws and regulations have been introduced to make it easier for foreign capital to get access to some important service trade sectors. Slide18:  Tempted by and confident of China's prospects under the WTO framework, numerous foreign companies have moved their headquarters for global or Asian-Pacific operations or for businesses in Greater China to the Chinese mainland Slide19:  It's true that China can get technology and funds through joining the WTO, but market competition will intensify China can also obtain mutual benefit of tariff cut from her trade partner Slide20:  Meanwhile, some international retail and wholesaling(批发) moguls, including the US-based Walmart, France-based Carrefour and the Sweden-based IKEA, have increased or plan to increase franchised and convenience stores across China. Slide21:  China has become the world's sixth largest economy in terms of foreign trade. With the WTO membership, Chinese products have greater access to international markets, which will put certain pressure on related products of other countries. Therefore, analysts warn that Chinese businesses should be well prepared to cope with possibly increasing trade friction in the future
