Spectrum position • TCCA believes that Public Safety and other Critical National Infrastructure industries need to have guaranteed access to spectrum for future Critical Communications use. • We believe that this spectrum must be harmonised, at least Europe wide. • Some public safety members believe that this should be dedicated spectrum Presentation on behalf of the TETRA + Critical Communications Association

CEPT PT49 • CEPT PT49 is tasked with finding a solution for PPDR • Report A (Report 199) concludes that a minimum of 2 x 10MHz of spectrum is required for PPDR. Scott Marcus WIK-Consult GmbH • Socioeconomic Value of Mission Critical Mobile Applications for Public Safety in the EU Dr Alexander Grous Centre for Economic Performance London School of Economics and Political Science Presentation on behalf of the TETRA + Critical Communications Association

Does it make economic sense? • PPDR offers more socio-economic benefit than IMT • WIK-Consult - “if improved disaster response could reduce property losses by a mere three per cent (ignoring the value of any lives saved), the cost benefit analysis proves out. • LSE estimates a consolidated annual socioeconomic value of £5 billion from the use of 2x10 MHz in the 700MHz band for public safety in the UK and across EU28 countries, an annual value of approximately €34 billion is computed. Auctions • Professor Martin Cave recommends that Public Safety obtain spectrum through auctions • Where would they get the money from? • Who would they give the money to? • Does this make sense? Presentation on behalf of the TETRA + Critical Communications Association

Future Planning • Non critical ‘Internet’ style access will be possible from commercial cellular or dedicated LTE networks soon • Mission Critical data services may not be available until 2018 or later • Full functionality Mission Critical group based voice services may not be available until well into the next decade Presentation on behalf of the TETRA + Critical Communications Association

Data only or Voice + Data • The decisions to guarantee spectrum for PPDR are influenced by the criticality of the application. • If a data service is unavailable the fall-back is always voice Presentation on behalf of the TETRA + Critical Communications Association

Mission Critical Voice • Voice services must be regarded as “Mission Critical” • They must be available: – At all times – Throughout the operational area – Resilient – Capable of coping with flood, fire, storm, terrorist activity etc. Presentation on behalf of the TETRA + Critical Communications Association

Statements from FirstNet Webinar December 5th 2013 Bill D'Agostino, General Manager T J Kennedy, Deputy General Manager and Chief Chuck Dowd, Board Member Stated that there was a vital need to retain P25 / LMR for voice services in the medium to long term and for FirstNet data services to operate very much in parallel with existing narrowband voice networks.
