THE MINISTRY OF TRANSPORT TUNISIAN CIVIL AVIATION:  TUNISIAN CIVIL AVIATION Main Tasks: Responsible for drafting Regulations / requirements; Issuing certification and AOC, Safety oversight on aviation activities (surveillance of ANSP (OACA) and Air Carriers (TUNIS AIR, TUNINTER, NOUVEL AIR, CARTHAGO AIRLINES, TUNISAVIA)) ; International Cooperation in the Civil Aviation field; Representing Tunisia in International and Regional Organisations (ICAO, ACAC, APIRG, EUROCONTROL, ESA, NEIGHBOURS …). DGAC: Tunisian Civil Aviation General Directorate TUNISIAN CIVIL AVIATION:  TUNISIAN CIVIL AVIATION Duties: Created in 1970, OACA is a commercial and industrial public establishment endowed with civil personality and financial autonomy. It is under the supervision of the Ministry of Transport and is entrusted to manage, to promote and to operate the 7 International Airports in Tunisia (Tunis-Carthage, Monastir Habib Bourguiba, Djerba-Zarzis, Tozeur-Nefta, Sfax-Thyna, 7 Novembre Tabarka & Gafsa - Ksar ). OACA: TUNISIAN ANSP AND AIRPORTS MANAGER Web site : www.oaca.nat.tn TUNISIAN CIVIL AVIATION:  TUNISIAN CIVIL AVIATION Missions: Operation, layout and development of airports, as well as the achievement of all the necessary processes and facilities for passengers, the public, aircraft, freight and air mail in the airports ; Area, approach, aerodrome and ground control together with the participation in elaborating and in carrying out search and rescue plans ; Delivery of all documents required for aeronautical staff, aircraft and air navigation complying with the rules and regulations in force OACA: TUNISIAN ANSP AND AIRPORTS MANAGER Slide7:  TUNISIA AIRSPACE The Tunisian Air Space is one Flight Information Region and bordered by five FIRs: Alger, Malta, Marseille, Rome and Tripoli. Tunis FIR has mainly : Six Terminal Regions (TMA’s) Zones with Particular Status . Flight Routes Network. FANS IMPLEMENTATION IN TUNISIA:  FANS IMPLEMENTATION IN TUNISIA COMMUNICATIONS The Tunis COM AFTN center acceded in 1990 to the status of AFTN main Center in Africa and constitutes an Entry /Exit point between Europe and Africa regions . The actual Capacity of this center is 64 lines at weak and medium rate (<600 Bds) and 4 lines at a high rate (1200 Bds). New AMHS system will be operational beginning 2007. All V-sat links will be renewed during 2008 for Air/Ground and Ground/Ground Communications. OLDI Link with Rome ACC : operational since 2001 OLDI Link with Malta ACC : under final testing (Planned Full operation : October 2006 Possible Future OLDI links : Alger, Tripoli ACC’s. DATIS and PDC (Pre Departure Clearance : will be installed in Tunis Carthage Airport on November 2006 and later extended to other airports. IMPLEMENTATION OF THE WGS 84 REFERENTIAL :  All the reporting points of the Tunisian airports have been surveyed in WGS-84 referential in accordance to the specifications of ICAO Doc 9674. The agreement on the Reporting Points located on the FIR limits has been coordinated with the edging FIRs. IMPLEMENTATION OF THE WGS 84 REFERENTIAL TUNISIA TODAY :GNSS BASED ON GPS:  The use of GNSS in Tunisian airspace is currently based on GPS only, The use of GPS is ruled by the decision of the minister of transport n° 574 dated on the 4th of November 2004, TUNISIA TODAY :GNSS BASED ON GPS RNAV STATUS IN TUNISIA:  FIRST STAGE JANUARY 2004 : (AIC NR 07/03) TUNIAN AIRSPACE IS B-RNAV (FL 245 AND ABOVE) SECOND STAGE JANUARY 2006 : (AIC NR 12/05) TUNIAN AIRSPACE IS B-RNAV (FL 155 AND ABOVE) ONLY IN AIRSPACES 2,3 AND 4 THIRD STAGE PLAN FOR THE EXTENSION OF THE B-RNAV AIRSPACE TO THE FL 095. RNAV STATUS IN TUNISIA B-RNAV based on : VOR/DME DME/DME GPS GPS IN TMAs:  GPS Procedures for Tunisian Airports designed in conformance with ICAO criteria (Doc 8186) and optimized after flight check have been published in AIRAC on December 2000. Djerba RIMS is the first operational station out the European region. OACA is providing facility and assuming local maintenance activities of Djerba RIMS. Tunisia is currently negotiating the hand-over procedure from ESA to ESSP for the IOP period. TUNISIA EVOLVING IN EGNOS PROJECT TUNISIA EVOLVING IN EGNOS PROJECT:  TUNISIA EVOLVING IN EGNOS PROJECT TUNISIA has officially expressed its intention to : Verify the navigation performances over selected areas and airports in Tunisia, Evaluate critical issues (telecommunication network, expansion mode, airborne receivers performances,…) Validate the EGNOS simulation model outside Europe, Evaluate APV1 procedure design, constraints and operations Sensitise potential services providers and users, Develop expertise in the view of the implementation of the AFI test bed and an operational system CONCLUSION:  CONCLUSION As an interface country Tunisia is called to follow the technical enhancement in the field of the air navigation and the implementation of FANS. Success conditions of FANS implementation: very wide international and regional cooperation and the adhesion of all partners (countries, organisations, air space agencies, regional wok groups…).
