DG Connect and Smart Cities "The Value Proposition" DG Connect develops policy and funds research and innovation that: • help Europe's cities to develop into cities that provide public services to their citizens in a more convenient way than ever before, • are more responsive and citizens-centred, • provide the right information to allow for better every-day and business decision-making, • achieve all this in an environmentally sustainable and economically viable way. DG Connect will continue to work with cities in pursuit of this through engaging in dialogue and through co-funding piloting activities on the ground. 2
Operating Principles "The Design Principles" Optimal use of urban infrastructure, i.e. re-using as much as possible existing infrastructure and turning it to multiple uses (including optimisation of use of physical networks and data resources) Interoperability of solutions, i.e. adaptability of solutions to new user requirements and technological change as well as avoidance of entry barriers or lock-in through promoting common meta-data structures and interoperable (open) interfaces Open and consistent data, / "big data ready", i.e. common, transparent measurement and data collection standards and use of open, portable data formats, use of flexible data management architectures Scalability and economic viability of solutions to be already properly addressed from conception stage onwards so to not depend on public funding in the long-term and be fit for large-scale deployment, e.g. through use of scalable, dynamic cloud-based IT systems and supporting federated systems Trustworthy platforms: with integrated security features e.g. authentication single sign-on, high (appropriate) reliability, data protection compliant, effective isolation Comprehensive input, feedback and a sense of co-ownership in strategy and solution design for affected stakeholders by initiating and enhancing social innovation through a city's rich fabric of citizens' and businesses' associations and city authorities themselves 3

G(3) "Open Data & PSI" Open data/PSI • Open (public) data has economic potential and can address societal challenges in the fields of transport, health, environment • Re-use of local public data brings new services and apps that increase the quality of life in cities • Convenient and easy-to-use availability of public data enhances accountability and transparency of local institutions • Efficient data management by authorities makes them less expensive and easier to run • Stakeholders include public sector bodies, transparency activists, ICT companies and researchers 6
E(2) "Cloud Systems" Cloud Systems Citizen need: Users want to “carry their own environment”, wherever they go anytime on any device The cloud challenge: Providers and developers must provide fully portable applications across all the infrastructure with easy sharing and exchange of data, applications and compliance on security, privacy and other regulatory concerns. Economic viability and legal compliance need to be tested Technical/research challenges in cloud are: • data management managing a deluge of heterogeneous data • highly responsive networks • flexible integration of resources through metadata • operating in multi-tenant environments • providing federation, portability and interoperation between platforms • easy and transparent interfaces • secure and reliable systems 7
Broadband Users want optimal access to high-demand smart services. Fast broadband connections can best enable this first-rate access These high-demand smart services include: • High-definition streaming (especially real-time) • Online gaming (especially real-time) • Video conferencing • Running two or more of the above simultaneously and/or with two or more devices using same broadband connection As well as : • eHealth applications • Tele-presence • Cloud Computing 8

H(2) / SANCO "EIP on Active and Healthy Ageing" EIP AHA horizontal Action D4 on Innovation for Age-Friendly Buildings, Cities and Environments Objective: to contribute to making cities more Age-Friendly (responsive to the needs and wishes of older people, so they can go outside, walk around safely, find their way around, use public transport and find their way to and in public and other buildings) Goals: Easy access to public space and transport, and special services for older people Participants: over 800 partners in multinational consortia with on average 4-5 Member States 27 Member States and six non-EU countries covering 360 EU regions and municipalities Over 30 European cities working towards Age-Friendly Environments How: • Multi stakeholder cooperation agreement / covenant of major cities / "Seniors for innovation" initiative • Standardisation / interoperability / common guidelines for innovation in AFC 10
H(5) "Energy-efficient Buildings" Energy-efficient Buildings PPP DAE Actions on ICT as an Enabler EeB PPP ICT four-year plan The Building Sector Construction accounts for 6.3% of the EU GDP, and up to 10% when counting related industries. It is the largest European single activity and industrial employer, directly involving nearly 20 million people within more than 3 million enterprises, 95% of which being SMEs. 41.7 million workers in the EU depend, directly or indirectly, on the construction sector. Since 2007, the crisis has hit the sector hard Call 2011: Buildings and Surrounding Spaces. Call 2012: Neighbourhoods Call 2013: Cities Grid Connectivity Sectoral Application Operational Alignment Support partnerships between the ICT sector and major emitting sectors (e.g. buildings and construction, transport and logistics, energy distribution) to improve the energy efficiency and emissions Complexity Call 2010: Buildings Partnerships between ICT and major emitting sectors Sectoral Solution Energy Efficient Buildings Buildings account for 40% of the energy consumption in the EU; in the future development of carbon-neutral districts and cities buildings really lie at the heart of a smart city, and have to interact with other key areas / sectors (lighting, smart grid, etc.) Progressive focus on cities as test-beds for smart green ICT since the beginning Cities bring together the ICT sector and major emitting sectors …Advanced ICT infrastructure for smart grids in place …Provide for bigger demand side
