MPH Practicum/International Health Capstone Project Improving Monitoring and Evaluation of HIV/AIDS Training in the Caribbean Shay Bluemer MPHc, Health Services, International Health Program, University of Washington:  MPH Practicum/International Health Capstone Project Improving Monitoring and Evaluation of HIV/AIDS Training in the Caribbean Shay Bluemer MPHc, Health Services, International Health Program, University of Washington Background AIDS in the Caribbean AIDS is the leading cause of death among adults aged 15-44 in the Caribbean. According to a UNAIDS Fact sheet, adult HIV prevalence surpasses 1% in Barbados, Dominican Republic, Jamaica and Suriname, 2% in the Bahamas, Guyana and Trinidad and Tobago, and exceeds 3% in Haiti. Access to treatment is as varied as prevalence. While coverage is quite good in the Bahamas and Barbados, it is poor in Trinidad and Tobago, Haiti, and the Dominican Republic- three of the worst affected countries in the region.(1) CHART In the Caribbean, I-TECH works with a number of organizations to support the Caribbean HIV/AIDS Regional Training Network (CHART.) The CHART Network consists of 5 National Training Centers (NTCs) and a Regional Coordinating Unit (RCU) based in Jamaica. Each of the NTCs is focused on responding to local training needs while the RCU provides resources and training for the region. The CHART Network ultimately aims to improve care and treatment in the region through improving human and institutional capacity. Final Product During the practicum, I completed logic models with two of the NTCs, and M&E plans with one NTC and the RCU through a skills-building participatory process. These tools will be maintained by the organizations using them to ensure their continued relevance. My work with the RCU led to a data quality action plan which the RCU will implement. Members from the M&E team at the RCU accompanied me on my visit with one NTC to ensure harmony with the RCU, discuss challenges to data collection and brainstorm solutions. This process was important not only to develop tools and processes to improve M&E throughout the CHART Network, but also to build the skills of those who will be utilizing the tools. One person thanked me for “unraveling” the Logic Model, which had seemed complicated to her prior to our work together. Conclusions Everyone involved with this project was enthusiastic about improving M&E systems. We all recognized the need for tools to improve data that will inform management decisions. If all the tools developed are implemented, there is potential for synergies that will lead to further improvements in program monitoring and evaluation. Future Activities Due to scheduling conflicts I was unable to work with all NTCs. I will continue to work with I-TECH and will visit the remaining centers over the next several months. Improving Monitoring and Evaluation As the CHART Network has matured, a need for improved monitoring and evaluation has been identified. The NTCs identified the creation of performance management tools as a priority for technical assistance from I-TECH. The RCU expressed a desire to improve data quality through better data collection and management. My practicum assignment was to work with the NTCs and the RCU to improve their monitoring and evaluation systems and data quality. Specifically: Discuss barriers to collecting accurate, complete data on trainings and strategies to improve data collection and transmission to the RCU Assist the NTC in the development of a log frame Assist NTC in the development of an M&E plan Set up and train staff to use the PTO database Identify gaps in data already entered in the Training Information Management System (TIMS) database Discuss barriers to entering accurate, complete data on trainings and strategies to improve data entry and management Utilize TIMS database functions (reports) to check data for problems and correct them as it is being entered Acknowledgements I would like to thank the staff of each NTC and the RCU for taking the time to work with me, Gabrielle O’Malley for her support and guidance, I-TECH for the opportunity, and HRSA, USAID, and CDC, who fund I-TECH’s Caribbean Program.
