Poised to surpass Japan as our 3rd largest export market. Our exports to China were up 34 percent in Oct. 2006. Challenges of doing business in China:  Challenges of doing business in China Weak IPR protection and enforcement. Policies/standards favoring domestic industry. Technical barriers to trade. Weak contract enforcement. Lack of coordination between central and local government authorities. Continue…:  Continue… Along with IPR, standards consistently ranked as top concerns of U.S. exporters. Specific concerns include: -- Lack of transparency. -- Conformity Assessment Procedures. Outreach and Capacity Building:  Outreach and Capacity Building Seeking a level playing field Objective: Greater clarity and transparency in Chinese standards and regulations. Outreach Programs – DOC interactions with Chinese ministries to achieve common understandings. Capacity Building Program :  Capacity Building Program U.S.-China Roundtable on RoHS Jan, 06 Initial program with Chinese officials before China RoHS promulgation. Involved entities: CNCA, MII, SEPA, NDRC. Over 90+ participants from U.S. and Chinese side. Outreach Program :  Outreach Program Digital Video Conference (DVC) Oct, 06 - Face-to-face industry to government discussion -- Clarifications of product range. -- Potential catalog scope. -- Status upcoming standards. - Encourage China to notify the WTO on its standards. - Involved entities: MII, CNCA, CQC, CESI. - 90+ reps participated in the DVC. Recent meeting with MII:  Recent meeting with MII Bilateral meeting in Washington, DC Oct, 06 Encouraged MII to continue to be transparent. Requested MII POC to address U.S industry questions. Pressed the issue on RoHS effective date: manufacturing date vs. sales date. Encouraged MII to notify related standards to the WTO. Pressed the importance of U.S. industry’s participation in the standards working group. Progress to Date:  Progress to Date Effective Date – Manufacturing date. MII POC: Next Steps :  Next Steps Continue to monitor the development of China RoHS. Need your input to help us determine open issues and next steps. Continue engagement with Chinese regulatory agencies.
