Reacting to the risk - Florencia Bunge Reacting to the risk By: Florencia Bunge In recent years, markets have been swimming upstream in order to breathe in the best possible way to different financial and economic turbulence that have changed the course of the global economy, causing unemployment, social instability and loss of income. In addition, natural disasters have changed the evolution of many countries, from Haiti to Japan, leaving devastated communities not only economically but also socially. For my work I travel a lot and there is a recurring question that usually go in different contexts : How are people and countries able to recover in situations that pose great risks? The report prepared by the World Bank " Risk and Opportunity: Risk management as a development tool " helps to find some answers. The report encourages individuals and institutions to manage risks proactively and systematically to not only fight a crisis that has already occurred , we must be wary because we know that we live in an unstable system. Therefore, a major challenge in the field of public action is to develop institutional mechanisms that encourage a State to implement strategies and long-term public policies that have the capacity and resilience to endure changes from the economy, public opinion or political alliances . Finally, I would add, we must not forget that to be able to overcome the risk is necessary to work together to overcome adversity. An example of this is how European countries have left behind national interests to seek consensus and to contribute to the benefit of Europe.
