These slides aim to explain what does it mean to be a teacher in Singapore from a perspective from a teacher-to-be while reflecting the viewpoints of the ministry as well as contrarians.

EPMS Enhanced Performance Management System

“Our current performance management system is a rigorous one, but with the introduction of the three career tracks - namely the Teaching, Specialist and Leadership Tracks - we need a system that could better distinguish the different competencies that are essential for success in each of the three tracks.” Education Minister, Teo Chee Hean (2002)

A competency-based performance management system that spells out Knowledge requirements Skills requirements Professional characteristics appropriate for each of the three career tracks.

Leadership Track Provides opportunity for teachers to take on leadership positions in schools and the Ministry’s headquarters Teaching Track Senior Specialist Track Allows teachers to remain in the classroom and advance to a new pinnacle level of a Master Teacher “strong core of specialists with deep knowledge and skills in specific areas in education that will break new ground and keep Singapore at the leading edge” Teo (2001)


Appraisal of officers under the enhanced system will be more customised to the role they play.
