In Paris at the ENVIRONET Workshop, 20th February 2014, Doreen C. Bwalya, Monitoring and Evaluation Specialist, presented "Development Planning and Policy Workshop, Progress in Zambia to Advance Inclusive Green Growth." Ms. Bwalya presented the following: Enabling ENVIRONET for inclusive green growth, existing initiatives in green growth, enabling initiatives in green growth, sector/thematic priorities for Zambia's international green growth strategy in national planning, and entry points for action.

ENABLING ENVIRONMENT FOR INCLUSIVE GREEN GROWTH o Vision 2030 & National Development Plan (NDP)  Sixth National Development Plan (SNDP) & Revised -SNDP mainstreamed for climate resilient low-carbon development path ◦ Zambia National Adaptation Programme of Action (NAPA) (2007)  Assessment of Climate Change and variability in Zambia and creation of adaptation programme

ENABLING ENVIRONMENT FOR INCLUSIVE GREEN GROWTH – National Policy on the Environment • Policy created in 2005 to harmonize development programmes with environmental protection and sustainability – Draft National Climate Change Response Strategy • Strengthened the prospects for synergies and trade-offs between environmental, social and economic objectives - Technology Needs Assessment Report • Report launched in 2014 and identifies technology needs for various sectors to achieve climate resilience

EXISTING INITIATIVES IN GREEN GROWTH Important to build on existing green initiatives as they are locally defined Inclusive Green Growth still limited in scope and work in progress

EXISTING INITIATIVES IN GREEN GROWTH Examples of current green economic activities: • Hydro-electricity power generation (zero-carbon) • Conservation agriculture, organic farming and agroforestry • National Tree Planting initiative • Infrastructure – Investments in the Rail System

EXISTING INITIATIVES IN GREEN GROWTH Government investment in energy projects Promotion of energy-saving bulbs, efficient cooking stoves Biomass waste power facility (converts biomass waste to energy, fertilizer ad sanitation services Mining Companies –implementing GHG capture technologies

ENTRY POINTS FOR ACTION  Interim National Climate Change Secretariat positioned as Focal Point for Zambia Inclusive Green Growth Strategy  Currently coordinates various programmes and projects [USAID LEDS, PPCR, UNJOINT Climate Project (LECB, UN-REDD )]  Under Ministry of Finance, which is responsible for National planning & resource mobilization and coordinates the NDP & Vision 2030

Overview of the Secretariat • The Interim Secretariat is Zambia’s national coordinating body for all climate change related activities in the country. • To become Permanent Secretariat to National Climate Change Council once it is formed • It facilitates the implementation of climate change activities by bringing together stakeholders like government, private sector, civil society and cooperating partners in achieving the aims and objectives of the National Climate Change Response Strategy and the forthcoming Climate Change Policy.
