1. April 23, 2014 Board of Directors Search Committee North Texas Community College Consortium Dear Search Committee Members: I have had the privilege to know and work with Dr. Daniel lbarrondo for the past 13 years in various capacities. From 2000 to 2005, as President & CEO of Advancement & Development Associates, Daniel first assisted our university in 2000 when his firm was hired to assist us in developing project grants and obtaining external resources for the implementation of these projects. Daniel was hired by our university to provide institutional development consulting services for a large-scale U.S. Department of Education Title V Hispanic Serving Institutions grant. He was invited to the university campus to meet with our Vice Presidents, Deans, faculty, and staff in the development of the project conception for the grant. Daniel attentively listened to our intent, wrote copious notes, conducted research in support of the project, and fully developed the organization, management, and budget for the project. In addition, he was provided with university documentation and data in which to draft what would become our Comprehensive Development Plan, a crucial component for the project which explained the need for the funds and how these will be used to serve our majority Hispanic students. The project was designed to provide our engineering programs with acquisition of equipment for academic programs and research and developing a student retention model. The grant project was complemented by his knowledge of how the U.S. Department of Education works and his experience and rapport with staff and personnel from this federal department. Upon completion of the grant proposal and its subsequent submission, Daniel confidently informed that we should consider the project approved. The statement was made based upon the quality of the grant that was drafted and the attention to detail his firm provided in following the grant guidelines. When the grant was submitted in March 2001, we received a notice from the U.S. Department of Education in July 2001 informing that the university was awarded the $2 million grant. 2. NTCCC Search Committee Page -2- April 23, 2014 This allowed the university to obtain our ABET accreditation and as well as new accreditation for all of our engineering programs. We duly continued to contract the services of Advancement & Development Associates for the next few years and had similar successes in the obtainment of external resources in support of our academic programs. In 2002, Daniel was hired by the university to serve as our Director of Sponsored Programs and External Resources, position he held until 2005. During this time period, Daniel worked closely with our Deans and faculty and obtained a greater knowledge of the university's needs and strategic plans for further growth and development. During this time period, he engaged in developing grants, projects, and partnerships with local government and industry. His initiatives allowed for us to obtain further millions geared to engineering faculty research in partnership with Puerto Rico Industrial Development Company (PRIDCO) and pharmaceutical companies, obtainment of over $500,000 in scholarship funding from the National Science Foundation for engineering students, and a signature first for the university, the development of the first national Hispanics in Engineering National Conference with participants attending from throughout the United States, federal agencies, and research centers. This event resulted in setting the foundations for collaborations and partnerships between our university and stateside institutions of higher education. Evident of Daniel's skill set, in 2003 he drafted the university's TRIO-SSS-English as a Second Language Program which provided instruction in speaking, listening, reading, and writing for non-native speakers of English from beginner to intermediate to advanced levels. The program was designed to prepare Hispanic students in English language skills necessary for successful academic work in the pursuit of their non-engineering undergraduate degree programs. This program was successfully funded by the U.S. Department of Education. Returning to the management of his firm, Advancement & Development Associates, from 2005 until 2010, Daniel was again duly contracted to provide his services. During this time period, Daniel obtained over $7 million in external funding for our university. Assessing our institutional needs and in conjunction with our strategic plans, he designed various proposals for submission to the U.S. Department of Education. Two of these were for the College Cost Reduction and Access (CCRAA) Hispanic-Serving Institutions program for: (1) A collaborative initiative and articulation agreements between our university and Mech Tech Junior College for junior college students to transfer to our university and obtain their four-year degree; and (2) increasing graduation rates of engineering and geomatic science students, development of an Engineering Academic Support center, development of an Academic Assistance Center for Engineers, and laboratory equipment.

NTCCC Search Committee Page -3- April 23, 2014 Most notably, Daniel's knowledge, skills, and experience were important in working with our IT Department in developing another Title V grant for nearly $2 million for the integration of educational technologies into the academic curriculum, development of Smart classrooms, faculty professional development in educational technologies, network infrastructure, and online course development. The grant allowed for the university to increase the enrollment of Hispanic engineers in pursuing degrees in Mechanical Engineering with a Minor in Aerospace as well as upgrading our technology infrastructure for a university-wide overhaul of its outdated network cabling system and electronic communications. As per industry standards, all buildings and facilities in support of academic and research endeavors received a much needed new cabling system and upgrades to bring the university in line with current information technology usage and exchanges with other universities, industry, and government. Daniel's hallmarks of attention to detail, research, strategic planning, budget development, and ability to quickly absorb knowledge of engineering education programs and needs led us to further our working relationship with him as an external evaluator for the university's federal grants. As such, I am confident his experience in working with consortiums, institutions and vast knowledge and skills in working with large-scale projects, would benefit the North Texas Community College Consortium in the capacity of President.
