ADAPTATION TO CLIMATE CHANGE AND PRIORITIES OF LOCALE COMMUNITIES IN NIGER :  ADAPTATION TO CLIMATE CHANGE AND PRIORITIES OF LOCALE COMMUNITIES IN NIGER MAI MOUSSA Katiella Abdou GEF/SGP National Coordinator Niger COUNTRY MAIN CHALLENGES:  COUNTRY MAIN CHALLENGES Land locked (600 to 1500km from the sea) Arid to Semi Arid (Annual rainfall, 50 to 750mm/year) ¾ of the population (12 millions) dwelling in ¼ of the country Extensive millet based agricultural system with very low input Extensive pastoral system with low livestock intensification Low water resource management Malaria and others diseases Map of Agro- ecological zones:  Map of Agro- ecological zones VULNERABLE SECTORS TO CC:  VULNERABLE SECTORS TO CC Agriculture Livestock Forestry Water Resources Health Fauna and Fishery MAIN NATIONAL DOCUMENTS:  MAIN NATIONAL DOCUMENTS Sectorial Studies on vulnerability and Adaptation (2001-2003) Country National Communication on UNCCVC (COP5) NAPA (2005) MAIN AXES OF ADAPTATION AT COUNTRY LEVEL:  MAIN AXES OF ADAPTATION AT COUNTRY LEVEL Local capacity building Water resources Mobilization and management Combating Desertification Livestock intensification and management Food security Income Generating Activities Combating malaria and other health threats Roads for goods and others transportations Promotion of local governance Synergy between institutional and technical stakeholders (Government extension services, CBOs, projets, NGOs) Institutional and legal framework of ADAPTATION:  Institutional and legal framework of ADAPTATION CNEDD (National Council for Environment and Sustainable development) which is the GEF political Focal point CNCVC (National Committee on Climate Change and Variability) Which is a multidsciplinary experts board and in charge in controlling the quality of all related docs including the CC NatCom NAPA VULNERABILITY OF AGRICULTURE MIL_yield = 0.006 + 0.434 * Rainfall AMJ – 0.781 * Temp_ASO :  VULNERABILITY OF AGRICULTURE MIL_yield = 0.006 + 0.434 * Rainfall AMJ – 0.781 * Temp_ASO ADAPTATION FOR AGRICULTURE ::  ADAPTATION FOR AGRICULTURE : Create and /or reinforce gene bank for drought resistant varieties; Popularize drought resistant varieties, integrated fertility management techniques and water harvest and saving techniques at farmers level Popularize, where applicable, simple and affordable irrigation techniques Encourage local land tenure committee to prevent conflict Popularize (with ref to Met services) the suitable sowing date for local crops; Promote appropriate monitoring system for agro-sylvo-pastoral campaigns VULNERABILTY OF FORESTERY:  VULNERABILTY OF FORESTERY ADAPTATION FOR FORESTERY:  ADAPTATION FOR FORESTERY Popularize appropriate techniques for soil fertility improvement Growing public awareness, training and mobilize farmers to use agroforestery and soil and water conservation techniques Increase reforestation programs by combating dunes and all other land degradation issues ADAPTATION BY PUBLIC aWARENESS:  ADAPTATION BY PUBLIC aWARENESS Capacity building of NGOs, CBOs, Research institutions, Private sector, Improve synergy in the implementation of the 3 post Rio conventions (CBD, UNCCVC, CCD). NIAMEY / District N°1/ Soudouré village DOSSO / Department of Loga / Badoko village TILLABERY / Department de Ouallam / District of Tondikiwindi COMMUNITY BASED ADAPTATION OPTIONS:  COMMUNITY BASED ADAPTATION OPTIONS AGRICULTURAL SECTOR Soil recuperation/management through soil restoration/soil and water conservation techniques (CES/DRS) Conservation and management of rainfall water through small dams Low ground management and water harvest Rainfed/irrigated cropping system for cash crops Community subsistence food banks Sale of subsistence food at reduced price during the bridging period; LIVESTOCK SECTOR Organize community based vaccination framework Community Bank for animal nutrients Create well established and managed animal grazing area Build animal health community based service Build community based animal vaccination parks and corridors COMMUNITY BASED ADAPTATION OPTIONS:  COMMUNITY BASED ADAPTATION OPTIONS FORESTRY AND FISHERY SECTORS Soil and water conservation/Defense and restoration of soils; Dunes fixation; Reforestation and tree planting with community based and adopted technologies; Sowing herbaceous in grazing areas ; Combat wild fire with community based techniques Poisoning ponds and other water retentions HEALTH SECTOR Community health care services ; Vaccination polio and tetanus ; HIV public awareness ; Popularize impregnated mosquito net to prevent malaria Waste management to prevent others diseases GENDER SENSITIVENESS to ADAPTATION (♀):  GENDER SENSITIVENESS to ADAPTATION (♀) Gathering fruits and local food papers Community mutual aid Sale/auction of household equipments Sale of firewood through organized market ; Sale of jewels and other personal goods Feeding/fatten animals sale Women credit revolving fund Collected food management GENDER PRIORITIZED ACTIONS FOR ADAPTATION (♀):  GENDER PRIORITIZED ACTIONS FOR ADAPTATION (♀) Development of rainfed cropping system (cash crops at small scale); Income generating activities related to local conditions (fatten animals)  Women Credit sheme Small axes/road for carts/goods transport Environmental protection through “Food for Work”. ASSETS OF ADAPTATION MEASURES:  ASSETS OF ADAPTATION MEASURES Local Communities are fully involved in the adaptation actions Multipartenarial Involvement to address climate vulnerability issues Extension services support vulnerable communities to deal with adaptation measures Low cost of certain inputs including mosquito net against malaria Experience of extension services in addressing adaptation actions Good knowledge of vulnerable zones by extension services Stockbreeder/nomads have agreed with vaccination and others inputs for animal health Availability of extension services for all identified vulnerable sectors WEAKNESS OF ADAPTATION MEASURES:  WEAKNESS OF ADAPTATION MEASURES Need of strong assistance from several donors Lack of water in the pasture areas Need of harmonization in addressing adaptation issues Need of exchanges between communities and also between NGOs and other stakeholders Population growing for limited cropping area Problem of Land tenure/ Land management.
