Pod 33 – Direito a serviços universais _____________________________________________________ Por Luciene Santos * Imagine você, um fã de videogame, passando pela seguinte situação: você fica sabendo do lançamento de um game on-line que foi muito badalado pela mídia e bastante comentado na escola. Fissurado, você acessa à Internet para tentar jogar o game mais quente do momento e descobre que para isso precisa pagar uma mensalidade de 30 reais. Perto de completar 16 anos, você estuda meio período e mal tem grana para pagar um lanche para a namorada nova. Liga para os amigos mais chegados e fica sabendo que ninguém tinha dinheiro para fazer a tal assinatura do megagame que anda bombando na Internet. Filho de quem recebe bolsa família para mantê-lo na escola, o jovem avalia as possibilidades morando numa cidade satélite de Brasília. Sabe que pode encontrar uma cópia pirata no camelô da esquina para jogar off-line. Mas já sabe, de ouvir falar, que o bacana mesmo é jogar na rede, em tempo real. Pensa nas opções que tem nas mãos e lembra que um colega de sala, que não faz nada que a professora manda, se transforma em hacker depois da aula. De repente, sem muita força, cai no seu colo, quase de “graça”, ou pelo preço justo que deveria ser cobrado, senha e login de acesso ao jogo mais cobiçado por nove entre 10 jovens de sua idade. Não pensa duas vezes, testa a senha e, num piscar de olhos, um mundo fora do seu se abre como num passe de mágica diante da tela do computador na única lan house existente no bairro. Histórias como essa são mais comuns do que se possa imaginar. Varrem o mundo principalmente daqueles que não têm acesso sequer aos quot;serviços universaisquot;, considerados essenciais na vida de qualquer pessoa, como saúde, educação, energia elétrica e água potável. Contudo, a proposta torna a França o primeiro país da União Européia a efetivamente interferir na oferta de conexão à internet de banda larga. Apesar da iniciativa do governo francês, as empresas, na verdade, tanto aqui quando lá fora, ainda não implementaram totalmente o chamado tripé da convergência digital, que prevê a convergência de mídias, de tecnologias e de custos. Por questões empresariais, as telecom se interessaram até agora, por conveniência, em implementar apenas as duas primeiras bases do tripé, deixando de lado a convergência de custos, sabe se lá Deus até quando. Nem o conceito de assinatura triple-play (acesso à internet, TV a cabo e serviços de telefonia) se enquadra completamente na idéia de convergência plena de custos, uma vez que o pacote padrão comercializado ainda não prevê o acesso ilimitado ao conteúdo, quiçá, acesso a games com assinatura on-line Em relação aos serviços oferecidos na Europa, a diferença está na qualidade do conteúdo e de acesso à Internet. Já existe um consenso entre os países do bloco sobre a inclusão da banda larga nos serviços universais. Por lá, uma operadora de serviços universais pode receber ajuda pública em troca da garantia de que determinadas necessidades básicas dos cidadãos serão supridas em áreas onde essas companhias não vêem potencial para gerar lucro.
