This is a plea of Delhi Citizen Parents who are feeling cheated due a seemingly discreminatory guideline (Transfer Case Points) by the government. There is NO logical reason why this additional points should be granted to Transfer Cases at point of admission.

To Hon'ble Shri Najeeb Jung Sahib 18-02-2014 Subject – Removal of Transfer Case Points and a Re-Draw of Same Ranked Eligible Candidates We wish to bring to your kind attention the fact that the ‘Transfer Case’ criterion of the nursery admission guidelines (whereby they have been granted 5 points) is impacting the general category Delhi residents adversely, even to the extent that many are talking of considering leaving the city. In a lot of schools, a general category Delhi resident having just location points (70) stands NO chance of an admission for his/ her child. Many residents who have applied to even over a dozen schools are finding themselves completely left out. This is extremely disturbing and unfair. We further highlight some grave concerns around having the transfer case criterion: 1. Transfer case points gives them advantage in EVERY school they apply to thereby playing havoc on the chances of general category Delhi residents who only have 70 points. 2. Analysis of the data (of applicants in the location range) from DPS East of Kailash shows that ~25% of selected applicants are a transfer case; ~74% of applicants on waitlist are transfer cases; almost 60% of all applicants (who are either on selected or waitlist are transfer cases.) Similar facts are arising in many other schools across Delhi. We are sure your intent in your present understanding itself was never to allow such a large share of seats being taken away by Transfer Cases. 3. What comprises a "Transfer Case" is not detailed out (even through the clarification letters issued by DOE), and thus raises doubts of being abused, especially by non-government transfer cases. 4. There are some locations in Delhi which are quite heavy on the list of Transfer cases- This cannot be coincidental. There are also observations of misrepresentation of facts such as applying for the same child twice (once with Transfer points, and once without) etc. The criterion seems to be abused by applicants. We humbly and sincerely plead for consideration of the following: 1. Complete removal for Transfer case points from the overall tally because, Transfer Cases require support only mid-session, and not at admission time. There is NO logical reason why higher points should be given to these applicants when they have an EQUAL chance of applying and obtaining admission for their children, as do other regular Delhi residents. After all, transfer case applicants are applying with Location points. This means they are present residents of Delhi and so they should apply like any of the other general candidate 2. A redraw of all eligible candidates with the new totals (after removal of Transfer Points as otherwise it will have taken away the possibility of some other child getting selected in the draw if these cases were not there. Two other requests we present are: 1. Fair Play for First child - Instead of giving the 5 points to Transfer cases, these points should have been allotted to a First Child. Having 20 points for Siblings and none for a first child is very unfair on those parents who are trying out admissions for the first time. 2. Quotas - In the present system of eligibility (location), ranking (Sibling, Alumni, Transfer Case) and entitlement (EWS, Staff, Girl child Quotas), 70 point applicants probably will NEVER make it to a good Delhi private un-aided school. This is clear unfair playing field for all many parents. For this reason, there can be a reasonable upper limit (Quota) for Alumni. This will at least give a general resident of Delhi some chance of admission for his/ her child In the interest of a large section of Delhi residents, who are feeling CHEATED due to a seemingly unjust criterion, we plead for your kind intervention and consideration.
