Orientation to the House of Delegates Sturgis: An Overview: Orientation to the House of Delegates Sturgis: An Overview Charles Rainey, MD, JD, Speaker Michael Miller, MD, Vice Speaker Rules of Parliamentary Procedure guide the Society HOD process: Rules of Parliamentary Procedure guide the Society HOD process The parliamentary process helps provide order and promotes debate Provides sequential framework for calling on people to testify and make amendments to Reference Committee reports Only 1 item (main motion or amendment) may be debated at a time If in doubt about the process, ask the Speaker (“point of parliamentary inquiry”) April 2014 Testimony: Testimony Since the item of business on the floor is to Adopt the recommendation of the Reference Committee, you can: Be in favor (of the Reference Committee’s recommendation) Be opposed (to the Reference Committee’s recommendation) MOVE that something else happen other than the Reference Committee’s recommendation April 2014 Types of Motions: Types of Motions Principal Rules Privileged Motions Subsidiary Motions THE MAIN MOTION Incidental Motions Requests Procedural April 2014 Types of Motions: Types of Motions Modify the Results/content Modify the Process April 2014 Types of Motions: Types of Motions Content Amend the resolves/recommendations Substitute the resolves/recommendations April 2014 Type of Motion: Amend: Type of Motion: Amend Add or Delete words from item being debated Only 2 levels of amendment are allowed IF MORE THAN 5 words, must be submitted to staff in writing Can add or remove part of or an entire “Resolved” clause Must pertain to main motion April 2014 Type of Motion: Substitute: Type of Motion: Substitute Remove all or part of one or more Resolved clauses; and Replace with new language The proposed Substitute Resolve/ wording must be germane to original resolution More than 5 words must be submitted in writing April 2014 Types of Motions: Types of Motions Modify the Process Refer the item Table the item Modify debate April 2014 Type of Motion: Refer: Type of Motion: Refer Has priority over other motions Neither adopts nor defeats the recommendation Sends item to the Board of Directors for further consideration and action Comes back to the HOD as a report at next meeting of the HOD April 2014 Type of Motion: Postpone Definitely : Type of Motion: Postpone Definitely a ka “Tabling” a motion Takes priority over other motions Must specify a time when debate will resume End of reference committee Next item of business 30 minutes, etc. April 2014 Type of Motion: Limit Debate: Type of Motion: Limit Debate Applies to the current item of business only (unless specified otherwise) May limit a individual’s time; or May limit the floor time spent on an item of business April 2014 Type of Motion: Extend Debate: Type of Motion: Extend Debate Each item is limited to 20 minutes of floor debate At end of 20 minutes, the item must proceed to vote, unless someone “moves” for an extension Please consider others, allow time for point and counter point If you move for an extension of the 20-minute time limit, you must specify amount of time needed April 2014 Type of Motion: Close Debate: Type of Motion: Close Debate aka “call the question” Both sides should have been heard CAN NOT make any sort of pro or con statement first; if you want to “call the question” that is the only action you may request at that time Limits rights of parties who may have provided further testimony  two-thirds vote required Specify if on “this matter” or “all pending matters” If passed , item will proceed to immediate vote, with no further debate April 2014 Type of Motions: Incidental: Type of Motions: Incidental Modify procedure Requests (to the Speaker) April 2014 Type of Motion: Requests: Type of Motion: Requests Division of the Question Allows each recommendation of an item to be debated and voted on separately Does NOT extend the total time for floor debate of the whole item of business Division [ of the House ] May interrupt business Must be requested before the next item of business.
