The citizens originally opposed the location of the tower. Contractors were brought in to estimate the cost of moving the tower to a different location. The costs were: ◦ $1,125 to move to City Park. ◦ $800 to move to a site west of the creamery. ◦ $560 to place it south of Carson and Gibson’s livery stable. The City Council proposed a plan for the citizens.
The citizens were given the option to raise $385 in cash, and purchase and donate the land on the E.J. Black lot south of Carson and Gibson’s livery barn. Otherwise, the tower would be built on its original plan.
The tower was built at its original location. In 1907, town of Scranton was without water for several days, because of the water freezing in the tower. ◦ The solution was to build a fire under the tank to melt the ice, but it caught the tower on fire. ◦ Three men climbed to the top to put the fire out, but fell into the tank. ◦ Howard Butler, rescued the men and became the hero of Scranton, and the state of Iowa.
