Director of Town Planning Government of Andhra Pradesh, HYDERABAD NEW TOWN/CITY DEVELOPMENTS IN INDIA: NEW TOWN/CITY DEVELOPMENTS IN INDIA Jamshedpur is the first planned industrial city of India. Messrs Julin Kennedy Sahlin from Pittsburgh prepared the first layout of the town of Jamshedpur. Bhubaneswar city replaced Cuttack as the capital in 1948, the year after India gained its independence from Britain. The modern city was designed by the German Architect Otto Konigsberger in 1946 Chandigarh City was the first planned city in India post independence and is known internationally for its architecture and urban design and the concept of the city has designed by the French (born Swiss) Architect and Urban Planner , Le Corbusier , in the 1950s for an area of 114 Sq. Kmts Gandhinagar city was planned in the year 1965 for a population of 1,50,000. Gandhinagar , Gujarat's new capital city, lies on the west bank of the Sabarmati River and was designed by two Indian Town Planners; Prakash M Apte & H. K. Mewada Naya Raipur would be the fourth planned capital city after Gandhinagar , Chandigarh and Bhubaneshwar . New Raipur is the upcoming Capital of Chhattisgarh being built 17 km far in the south-east direction from the existing capital Raipur. The project is likely to cost anywhere between Rs 1,500 and 2,000 crore JAMSHEDPUR THE FIRST PLANNED INDUSTRIAL CITY : JAMSHEDPUR THE FIRST PLANNED INDUSTRIAL CITY Jamshedpur is the first planned industrial city of India , founded by the late Jamshedji Nussewanji Tata In 1908 the construction of the plant as well as the city officially began Messrs Julin Kennedy Sahlin from Pittsburgh prepared the first layout of the town of Jamshedpur. What the city looks like today is a testament to his visionary plans. Jamshedpur is the only million plus city in India without a municipal corporation Jamshedji envisioned in his plan far more than a mere row of workers hutments and insisted upon building all the comforts and conveniences a city could provide. Many of the areas in the city are well planned and there are public leisure places such as the Jubilee Park. While building the city, Jamshedji Tata had said, " Be sure to lay wide streets planted with shady trees, every other of a quick growing variety and be sure that there is plenty of space for lawns and gardens; reserve large areas for football, hockey and parks; earmarked areas for Hindu temples, Mohammedan mosques and Christian churches” Bhubaneswar : The NEW CAPITAL CITY OF ODISHA, INDIA: Bhubaneswar : The NEW CAPITAL CITY OF ODISHA, INDIA 1 April 1936, Odisha ( Orissa) , became a separate province in British India with Cuttack as its capital Cuttack had been Odisha's capital since the 12th century and after independence in 1947, Odisha became a state Because of Cuttack's vulnerability to floods and space constraints, the capital was moved to Bhubaneswar replaced Cuttack as the capital in 1948, the year after India gained its independence from Britain . The new capital was built as a modern city, designed by German architect Otto Königsberger with wide roads, gardens and parks in 1946. The city was designed in 1948 to house the capital, subdivided into units (sectors), each with a high school, shopping centres , dispensaries and play areas. While most of the units (sectors) house government employees, Unit (sector) V houses the administrative buildings, including the State Secretariat, State Assembly, and the Raj Bhavan . Chandigarh : The NEW CAPITAL CITY OF Punjab, INDIA: Chandigarh : The NEW CAPITAL CITY OF Punjab, INDIA After the Partition of India in 1947, the former British province of Punjab was also split between east Punjab in India and west Punjab in Pakistan. The Indian Punjab required a new capital city to replace Lahore , which became part of Pakistan during the partition. After several plans to make additions to existing cities were found to be unfeasible for various reasons, the decision to construct a new and planned city was undertaken. The Chandigarh project quickly assumed prime significance, because of the city's strategic location as well as the personal interest of Jawaharlal Nehru , the first Prime Minister of independent India. Chandigarh was designed by the French (born Swiss) Architect and Urban Planner, Le Corbusier , in the 1950s. Le Corbusier was in fact the second architect of the city, after the initial master plan was prepared by the American architect-planner Albert Mayer who was working with the Polish-born Architect Matthew Nowicki . Chandigarh : The concept of NEW CAPITAL CITY: Chandigarh : The concept of NEW CAPITAL CITY The New Capital Plan was conceived as post war ‘ Garden City ’ wherein vertical and high rise buildings were ruled out, keeping in view the living habits of the people. The New Capital P lan of Chandigarh as analogous to human body , with a clearly defined Head (the Capitol Complex, Sector 1), Heart (the City Centre Sector-17), Lungs (the leisure valley, innumerable open spaces and sector greens), Intellect (the cultural and educational institutions), Circulatory system (the network of roads, the 7Vs) and Viscera (the Industrial Area). GANDHINAGAR : The NEW CAPITAL CITY OF GUJARAT, INDIA: GANDHINAGAR : The NEW CAPITAL CITY OF GUJARAT, INDIA In 1965 the Gandhinagar city was planned for a population of 1,50,000, Gujarat's new capital city, lies on the west bank of the Sabarmati River. Strong determination to make Gandhinagar a purely Indian enterprise, and hence the New Capital City Plan was designed by two Indian Town Planners; Prakash M Apte & H. K. Mewada , who had apprenticed with Le Corbusier in Planning & Designing of New Capita Project named Chandigarh The total area of the site is about 5,738 hectares (14,180 acres) including and divided by the river ( river area is about 800 hectares). The new city is planned on the western bank on 4,290 hectares (10,600 acres) of land. Out of these, about 700 hectares (1,700 acres) along the river front (which is eroded land- ravines) are left out for river side development. Gandhinagar Master Plan has been evolved for development of a balanced and healthy community socially as well as economically, as its central theme. The living areas, work areas and the recreational areas have been so inter-related in the Master Plan that the time spent by the people in journey to work and back would be minimum.   Thirty sectors, into which the city has been divided, stretch around the central Government complex. Each sector has its own shopping and community center, primary school, health center, government and private housing. There is a provision for of parks, extensive planting and a recreational area along the river giving the city a green garden-city atmosphere.   New Raipur : The NEW CAPITAL CITY OF Chhattisgarh, INDIA: New Raipur : The NEW CAPITAL CITY OF Chhattisgarh , INDIA New Raipur or Naya Raipur is the upcoming Capital of Chhattisgarh being built 17 km far in the south-east direction from the existing capital Raipur. ' Naya Raipur' would at once serve as the administrative capital of the State and also cater to the infrastructural needs of industry and trade in the region. Naya Raipur spreads over an area of about 8000 hectares and it includes 41 villages out of which 27 villages form the core of the Naya Raipur. The population of just 1 village is getting displaced in this renovation of villages for the construction of Naya Raipur. About half of the total acquired land is being used for afforestation , roads, parks, public conveniences, water facilities-canals, green belts etc. 23 percent of the land would be reserved for educational institutions, government offices and public auditoriums etc. 30 percent of the land will be used for residential and economical purposes. Andhra Pradesh Re-organisation Act, 2014:  Andhra Pradesh Re- organisation Act, 2014 The bifurcation of the Andhra Pradesh state into two states, Telangana and residuary Andhra Pradesh. Appointed day for Telangana State is 2 nd June’ 2014 The residuary Andhra Pradesh will share Hyderabad, the Capital of Telangana as its capital for 10 years or till they built Capital City of Their Own, which ever is earlier There is a demand from Kurnool, for making it as New Capital for Andhra Pradesh The negative points for considering the city of Kurnool for Capital is prone for flooding during rainy session due to low lying and prone for back water flooding from Srisialam Dam; shortage of drinking water; not having proper Communication systems etc., Issues in Selection of Location for New Capital City for residuary Andhra Pradesh : Issues in Selection of Location for New Capital City for residuary Andhra Pradesh The Vishakapatnam City is having natural thresholds for its development, i.e., eastern side of the City has natural threshold of Bay of Bengal ocean and the other part of the city is surrounded by the natural hillocks, which need to be conserved for ecological balance of the region and only potential is limited leaner development all along the National highway. The surrounding environment of the Visakhapatnam is best suited for establishing film Industry. Other cities too have similar problems like Kurnool and Vishakapatnam and hence the selection of site for The New Capital should be: an administration City without any unbearable baggage of un-planned cities; It should be designed as zero-carbon emission city on sustainability principles for New Cities; New capital should reflect new aspirations of the people; and must be planned on grand scale with capital complex designed by most eminent architects from the world giving opportunity to bring new architecture in Indian Proposed Capital- Donakonda, PrakasHam District Alternative -I: Proposed Capital- Donakonda , PrakasHam District Alternative -I Donakonda is located in Prakasham District The surrounding settlements viz., Yerrabalem , Gangadona Konda , Vabbapuram , West Gangavaram and Abbya Palem etc can be included in the New Capital Project An abandoned Runway of the old airport is existing The location is not having proper connectivity with the communication system As per the available information the site is having water problem The site may be not suited for New Capital Project due to its negative factors Proposed Capital - Banks of Nagrajunasaga, guntur District Alternative -iI: Proposed Capital - Banks of Nagrajunasaga , guntur District Alternative - iI The proposed site is located in Guntur District and centrally located in the state The surrounding settlements viz. Macharla , Kothapalle ,, Chinthala Thanda , Rayavaram , Rachamallipadu , Kambhampadu etc can be included in the New Capital Project An abandoned Runway of the old airport is existing and runway is in good condition The location is having proper connectivity with the proper communication system For growing Capital City required drinking water source available The site is best suited for New Capital Project due to its location and weather conditions Proposed Capital -Between hanuman junction and eluru, krishna District :Alternative -iiI: Proposed Capital -Between hanuman junction and eluru , krishna District :Alternative - iiI The proposed site is located in Krishna District and plenty of Govt., assigned lands available The surrounding settlements viz. Nuzividu , Kothapalli,Billanapalli,Vempadu , Kokkirapadu , pallerlamudi , Seetharamapuram etc can be included in the New Capital Project The existing Gannvaram Airport of Vijayavada , which is 20-30 Km from the location can be utilized as Capital City Airport The location is having proper connectivity (both Road and Railway and other) with the proper communication system For the proposed Capital City is having required drinking water source ( Polavaram Canals under Construction stage) The site is best suited for New Capital Project due to its location and weather conditions Land acquisition for New Capital city: Land acquisition for New Capital city The New Capital City requires about 10,000 Hectors of land for present and future development of the capital city As per the provisions of the sections 32 (1), 39 (1) and 106 (3) of “The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013” it is prerequisite to offer 20% of the developed land will be reserved and offered to and owning project affected families, in proportion to the area of their land acquired and at a price equal to the cost of acquisition and the cost of development and if the affected families accepts the offer an equivalent amount will be deducted from the land acquisition compensation package payable to it. there are other provisions in the Land acquisition Act, and hence under Land Pooling System the required lands can be acquired and the developed lands to be offered in the form of compensation. For acquisition of the lands it is essential on part of the Govt., ha for appointment of an Administrator and a Commissioner for Rehabilitation and Resettlement to assist the Administrator concept for New Capital city: concept for New Capital city A full fledged Planning Team has to be appointed exclusively for Planning and execution of the New Capital City Project. A full fledged Project team comprising of Civil Engineers has to be established for development of the necessary infrastructure, which includes water supply, laying road networks, underground sewerage, Traffic and Transportation (which may includes Metro Rail etc., ) . After acquisition of the lands concept plan for the New Capital has to be derived with intersection of Roads at a distance of 1 Km with Arterial Roads having 60Mtrs width Once the Hierarchy of the Roads are finalized, trunk infrastructure has to be developed along the arterial Roads As per the aspirations the area required to be allocated for Assembly Building, Secretariat Buildings, Governor Palace, Ministers Quarters, MLA Quarters other Administrative Buildings by providing required open spaces (Lung Spaces) and urban vistas Thanking you: Thanking you .
