Report overview • The report by the NDIS Agency gives us early ﬁgures about who is receiving NDIS funding and what support they are being funded for. • It is important that we learn from these early ﬁgures and quickly make the necessary changes to make sure that people with intellectual disability get the support they need. ncid.org.au NDIA Report to 31 Dec 2013 !2
Special Topic • The emphasis of this analysis is on the ‘economic participation’ - employment - support for people with intellectual disability. • As the South Australian trial is only for children to the age of 6 years these ﬁgures are not used. • It is important to remember that the Tasmania trial is for people aged 15 - 25; the transition period from school to work! ncid.org.au NDIA Report to 31 Dec 2013 !3

NDIS and employment • One of the key goals of the NDIS is Economic Participation, but … • 1,525 people of working age received support in this period • but only 272 (17%) received support for employment! • only 155 (6%) have made at least one claim for an employment support payment • Why are so few people with intellectual disability over the age of 16 on a pathway to employment? ncid.org.au NDIA Report to 31 Dec 2013 !5
NDIS and employment • “As a major reform, the proposed NDIS will generate substantial economic beneﬁts.” (The Beneﬁts of Reform, Productivity Commission) • Having a paid job decreases reliance on the Disability Support Pension • Funding for NDIS is meant to be an investment offset by beneﬁts such as decreases in income support. • Just 18.5% in the Tasmanian youth trial have employment funded support. • Is the NDIS failing to generate support which achieves economic participation? ncid.org.au NDIA Report to 31 Dec 2013 !6
NDIS and self-management • Independence and choice is an important keystone of the NDIS, but … • the NDIS Agency has only enabled the capacity of 55 people to self-manage, 2.13% • 1,855 (71.73%) are managed by the NDIS Agency. • Are we simply creating another state controlled bureaucracy? ncid.org.au NDIA Report to 31 Dec 2013 !7
