Kharif Maize Stablisation Partnership Agreement This note will help both the partners work towards an effective coordination for translating the concept of Kharif Maize Stabilisation on the field with the farmer community. The partnership agreement does not have any legal binding, but a guiding tool for clarity on roles and responsibility of all the stakeholders in the success of this programme. • The CInI will share the concept of ‘Kharif Maize Stablisation’ with partners and work towards building their ownership in the programme. CInI will hire an external resource person, who will mentor and develop a joint strategy in consultation with the partners on Kharif Maize Stabilisation. • The partnership will be on cost sharing basis, in which, the cost of field trials (seed and other agri input cost), cost of travel of 3 representatives to 3 regional workshops, cost of travel of one representative to make 2 cross monitoring visit to other partner areas and Cost of organizing farmers’ field days in respective fields, would be borne by respective NGOs. Budget estimates of these are given below. Sr Particulars Unit Cost Associated (Rs) 1 Cost Per Trial per acre 1200 2 Cost of Workshop Per workshop 8000 Traveling (To and fro)* 3 Cost of Cross monitoring Per visit 1600 Visit** (To and fro) *All three representatives of one NGO would come in the same cab ** AC Bus or Train fare of one person from each NGO going for cross monitoring visit. • The Partners would be suggested to charge 10% and more, depending upon the condition of farmers, for seeds and not in other agriculture inputs. This contribution in cash will be the seed money for developing the appropriate institutions at field level. • For seed procurement CInI will help the partners by giving contact numbers and addresses to place orders for the procurement. The procurement and transport will be borne by the field partners. It is crucial that the procurement will have to be done of the varieties and in quantities as suggested by CInI, for purpose of uniformity in trials. If there is some confusion about the procurement of the seed variety as suggested, the partners are requested to contact CInI immediately. •

• CInI in consultation with the partners will organize regional workshops, organized mechanisms for cross-learning, sharing and dissemination. • A mechanism of effective monitoring will be devised by CInI to be disseminated among the partners. It will also support in providing regular technical and supervisory support with help of its consultant to the field partner teams in the planning and implementation of the KMS activities in its areas. • Besides, CInI would also place service providers, one in each village and provisions Rs 4000 as remuneration for each, to be given in three installments and, Rs. 500 as special incentive, to be put in teams bonus fund. The other rules, of making it all performance linked, would be later defined by CInI in consultation with partners. • CInI would design different studies around maize in consultation with the partners. They are (1) Gap analysis study in existing practices (2) Maize Value Chain Study (3) Institutional support system study. The learning and dissemination will be for the benefit of the program. • The partners will be guided by CInI in regular documentation and sharing of observations. CInI however takes responsibility of overall process documentation of KMS. • The partners in order to deepen the KMS programme will play an active role in farmer to farmer exposure visits, conduct farmer field days and cross-learning methodologies. This process will be guided by CInI. • The partners are expected to maintain the purity of the jointly evolved strategy and the integrity of KMS program. It is expected that all stakeholders will move towards a single vision of primarily addressing the food insufficiency situation and then progressively towards commercial maize farming. It is encouraged that at the field situation and with the farmer community, the partners will devise innovations and practices in consultation with CInI that can help and support in the scaling of KMS.
