He has been a Police Officer for 10 years. He was born and raised in Southern California and moved to Kansas in the mid 1990’s. Ruben has spent much of his professional career mentoring youth, investigating gang crimes, collecting gang intelligence information and interviewing hundreds of gang members. He has identified 10 gangs in his city and developed all the methods in which his department records and documents this information. He has been part of special operations to include the Anti- Crime Team, Violent Crimes Task Force and coordinated The Topeka Police Gang Task Force 2006-08. He has participated in multiple special units dealing with suppression, information gathering and vertical prosecution. His training includes several local, state, regional and national Gang conferences across the country. He is the county wide gang trainer for his jurisdiction and has provided or facilitated training in the state on a routine basis. Ruben Salamanca has spoken to hundreds of Police, Correction and other criminal justice personnel throughout the state. He has been certified as a gang expert in both state and Federal court. He is the current President and one of the founders of the Kansas Gang Investigators Association. He is The Central US representative to the Latino Gang Investigators Association and members of the California Gang Investigators Association and Oklahoma Gang Investigators Association. He was most recently named master gang trainer by the Department of Justice. Slide3: John Scaglione – Deputy since January 1998. Soto - Began his career at the Cowley County Sheriff’s Department in 1989. He transferred to the Winfield Police Department in 2000 giving him over 19 years in law enforcement experience... He has served in the capacity of investigator, street patrol officer, DARE/SRO instructor, drug task force investigator, tactical baton instructor, and certified field training officer. His current focus is gang identification, drug interdiction and investigation in Cowley County. He is currently serving as the regional 5 representative for the Kansas Gang Investigator’s Association.
