The Prospects of the University of Cyprus in Erasmus Mundus:  The Prospects of the University of Cyprus in Erasmus Mundus Elpida Keravnou-Papailiou Vice-Rector Academic Affairs University of Cyprus Overview of Presentation:  Overview of Presentation University of Cyprus Postgraduate Studies Joint Programs Some Suggestions University of Cyprus:  University of Cyprus Founding Law passed in 1989 First students admitted in 1992 Postgraduate studies officially commenced in 1997 Participates in Socrates/Erasmus since 1998 In 2004 the University Has 6 Faculties, 19 Departments in operation, 2 Departments under development, 3 Research Units, 309 academic staff and 258 administrative staff Has a student population of 4500, of which 850 postgraduate students It runs a School of Greek Language Has recently established a Language Centre, and It operates a Centre for Continuing Education UOC Education Structure:  UOC Education Structure Three discrete cycles Modular programs based on credits ECTS currently applied to all programs, both as a transfer and as an accumulation system – the aim is to run all programs under ECTS from Sept 2005 The Diploma Supplement is ready and will be issued from this year First Cycle Programs:  First Cycle Programs Duration: 4 academic years 240 ECTS credits Minor program in parallel: 60 ECTS credits Second Cycle (Masters Programs):  Second Cycle (Masters Programs) Duration: 3-4 academic semesters 90-120 ECTS credits A thesis is not obligatory, but it is highly recommended If there is a thesis its workload cannot be more than half of the overall workload of the program A joint Masters program (Maths Education) in collaboration with the University of Athens is already in operation Third Cycle (Doctorate Programs):  Third Cycle (Doctorate Programs) Duration: 2 – 8 years Postgraduate level courses, amounting to 60 ECTS credits Comprehensive examination Original thesis Examined by 5-member cmt including external members from other universities UOC has just signed a memorandum of agreement to participate in a joint, co-tutored PhD program in Economic Policy – consortium includes European and North American Universities Postgraduate Studies at UOC Growth and Recent Developments:  Postgraduate Studies at UOC Growth and Recent Developments At present there are 28 Masters Programs 27 PhD Programs Recent legislation allows the University to use international languages in joint postgraduate programs falling under European frameworks Other postgraduate programs can be offered in an international language if they operate in Greek as well Growth of PG students:  Growth of PG students Masters Graduates:  Masters Graduates PhD Graduates:  PhD Graduates Joint Programs:  Joint Programs National legislation recognizing joint degrees in place Institutional framework in place Flexibility regarding academic calendar, tuition fees, and language of instruction Further facilitating on a case by case basis However no financial framework in place, specifically for joint programs UOC’s strategy in attracting third world students could utilize the University’s links with the ACU Joint Programs Difficulties pointed out by EUA (1):  Joint Programs Difficulties pointed out by EUA (1) Due to incompatibilities in the European HE structures Debates on the length of programs diverts attention from the essential issues which are learning outcomes and admission criteria Students feel that there are overlaps in the course material between institutions and that workload and grading standards are uneven across institutions Joint Programs Difficulties pointed out by EUA (2):  Joint Programs Difficulties pointed out by EUA (2) Joint programs cost more – funding issues need to be addressed both at European level, but also in terms of national and institutional priorities (the Erasmus Mundus financial structure has limitations) Recognition issues are by no means resolved – the widespread use of the Diploma Supplement should help clarify these The Quality Assurance of joint programs presents a special challenge UOC and Erasmus Mundus:  UOC and Erasmus Mundus Unfortunately the University was not involved in any of the proposals for Actions 1 & 2 of the first call It has a participation in one of the successful Action 4 proposals (for QA) of the first call Our goal is to have participation in Actions 1 & 2 in a future call Some Suggestions:  Some Suggestions Modify the financial structure for Erasmus Mundus so that The block grant for the institutes is more representative of the real costs involved Increase the financial support to the European students – a Socrates mobility grant is not sufficient If necessary reduce the grants of the third world students, so there is a more balanced distribution of funds between all participating students
