John McCormick, Director Aviation Safety, Civil Aviation Safety Authority delivered the presentation at the 2014 Police Technology Forum.

The Police Technology Forum 2014 seeks to address technology innovation, evolution and development within Australia’s law enforcement industry.

In two days, a panel of experts gather to examine opportunities, initiatives and issues facing organisations both in front line policing as well as in wider law enforcement industry, including transport, border protection and surveillance.

RPAs as a policing tool • RPAs have become a recognised cost effective policing tool throughout the world. • CASA is engaged with manufacturers and operators of large RPAs examining ways in which they can be used for surveillance, border protection and control.

RPAs as a policing tool • CASA understand the importance of using RPAs as a policing tool throughout the world. – Australian Police – UK Police – US Police • From CASA’s perspective, obviously the consideration of safety comes to the forefront of our decisions.

Process for approving RPA Operations • The current process for obtaining a RPA operator’s certificate is quite rigorous. • CASA is also looking at developing a special set of regulatory provisions that will allow the use of RPA in emergency situations in a responsive manner whilst operating safely. • CASA is closely working with ICAO.

CASA’s regulatory framework • The Civil Aviation Safety Regulations 1998 (CASR) Part 101 was promulgated in 2002 and are currently under consideration for amendment. • Our theory and thinking for the new regulatory framework is based on risk – based on consequence and likelihood.

Regulation of administered airspace • CASA has carriage of regulating the Australian- administered airspace.

Privacy concerns • CASA’s role is the regulation of the RPA operations, but we do not have any head of power or any involvement in privacy issues. • Dealing with matters related to privacy is a matter for the Australian Privacy Commissioner.
