NASPA International Exchange Program:  NASPA International Exchange Program Goals, Objectives and Outcomes History of the NASPA International Exchange Program:  History of the NASPA International Exchange Program In September, 1996 the first NASPA international exchange occurred. A NASPA delegation from the U.S. visited France, hosted by The Centre National des Oeuvres Universitaires et Scolaires (CNOUS).
