Decreasing efficiency 2001 2005 2010 Numberof components Cumbersome O&M Widening gap between demand and supply 2001 2005 2010 Increased IT investment • High investment in hardware and software • Increasing O&M costs, which account for 50% of total IT costs Unreliable service systems • Uneven reliability of service systems • Difficult fault location, time- consuming troubleshooting, and lack of management control tools Poor office environment • Multiple types of terminals are required to support mobile offices. • Users are bound to their PCs. Long service rollout period • The construction cycle is long and service deployment is difficult. Several months are required to roll out a new system. In 2010, the system required 15 types of hardware and 26 types of software To keep the demand and supply balance, the IT investment must increase by 20% annually. IT Challenges Page 3

HUAWEI TECHNOLOGIES CO., LTD. Huawei Confidential Service Migration Content SN Item Description 1 Project management The key to successful service migration is effective project management. 2 System research A survey is conducted to identify the IT status of the service system, migration risks, and the impact on services. 3 Service impact analysis Service association and the impact of service interruption are analyzed based on the service association survey. 4 Risk analysis Risks are analyzed based on the migration risk survey. 5 Migration strategy A detailed migration strategy is prepared based on the analysis in items 3 and 4 and the migration principles. 6 Migration solution preparation An overall solution to service migration is prepared. 7 Migration plan preparation Migration plans for each department are prepared. These include the time required to become familiar with migration tools, the data upload duration, final synchronization time, the duration of PC and TC co-existence, and the PC-to-TC transition duration. 8 Risk countermeasure preparation Countermeasures are prepared based on service migration risks. 9 Desktop migration drill This item helps customers become familiar with the migration flow and improves the service migration capability in various scenarios. 10 Migration simulation Service migration is simulated to resolve service migration problems. 11 Migration technical service A service migration tool is deployed in the data center, and related tests are conducted on the migration tool. The services to be migrated are promoted. 12 Migration implementation Services are migrated from a traditional PC platform to the cloud platform based on the migration plan. 13 Data backup All data is backed up before migration to ensure data availability and integrity. 14 Emergency plan Services run on multiple platforms and levels. Therefore, emergency plans for each platform or level must be prepared to ensure successful migration. Page 12

HUAWEI TECHNOLOGIES CO., LTD. Huawei Confidential Service Migration Planning Batch No. Condition Application Systems Involved Migration Mode Implementation Process 1 Non-core service systems Not a system with 24 hour non-stoppable operations DNS DHCP system AD system Virtual desktop Virtual desktop migration tool Physical-to-virtual (P2V) and virtual-to- virtual (V2V) migration tool AD domain duplication DNS server backup Use a virtual desktop migration tool to automatically back up personal data. The system uses the P2V and V2V tool to migrate services offline. Data on the AD system is synchronized in real time by AD domain duplication, and data on the DNS is synchronized in real time by DNS server backup. The original and target systems coexist for a certain period of time. Stop the original system after the target system begins to operate normally. 2 Non-core service systems System with 24 hour non-stoppable operations OA system Financial system Other support systems P2V and V2V migration tool Rman tool Service test cases Use the P2V and V2V tool to migrate services offline. Use the Rman to perform data backup and recovery. Then verify the migration based on service test cases described in the detailed test plans. 3 Core service system Not a system with 24 hour non-stoppable operations Lighterage system Property management system E-book system P2V and V2V migration tool Rman tool Service test cases Use the P2V and V2V tool to migrate services offline. Use the Rman to perform data backup and recovery. Then verify the migration based on service test cases described in the detailed test plans. 4 Core service system System with 24 hour non-stoppable operations EDI system, BI system, wharf online service, OMS, WMS, custom declaration and inspection system, and ocean shipping agency system P2V and V2V migration tool DataGuard tool Service test cases Use the P2V and V2V tool to migrate services online. Use the DataGuard to perform real-time data duplication. Then verify the migration based on service test cases described in the detailed test plans. 5 Core service system System with 24 hour non-stoppable operations Wharf system, One Port system, CFS, E- MIS, booking system, and Hong Kong economic and trade MIS P2V and V2V migration tool DataGuard tool Service test cases Use the P2V and V2V tool to migrate services online.
