Slide1:  Decision Support Systems A Regional and Local Perspective Mark R. Deutschman, Ph.D., P.E. Houston Engineering, Inc. Maple Grove, MN Western States Water Council Meeting Bozeman, MT August 9, 2007 Desire for Contributing :  Desire for Contributing Show local DSS examples with an eye toward NIDIS Provide glimpse of scalable tools and product template Describe successful process for operational implementation within NWS and deploying products to the web Share lessons learned from the successful deployment of regional DSS / Tool development Ideas about methods for integrating regional / local DSS into NIDIS Remember that our perspective is addressing local and regional needs (while considering big (national) picture). NIDIS Implementation Plan June 2007:  NIDIS Implementation Plan June 2007 Develop the leadership and partnerships to ensure successful implementation of an integrated national drought monitoring and forecasting system at federal, state and local levels. Foster and support, a research environment that focuses on risk assessment, forecasting and management; Create a drought “early warning system” capable of providing accurate, timely and integrated information on drought conditions and associated risks at relevant spatial scales to facilitate proactive decisions; Provide interactive delivery systems including an internet portal as part of the early warning information system, for easily comprehensible and standardized products; Provide a framework for increasing public awareness of educating those affected by drought on how and why droughts occur, and how they impact human and natural system Decision Support Systems and Tools developed at the local and regional levels can contribute to NIDIS development and implementation. NIDIS Key Concepts:  NIDIS Key Concepts Partnerships Integrated Local level Forecasting Timely and integrated information Proactive decisions Interactive delivery system Internet portal Standardized products Intent is to present examples based on real products to stimulate thought, discussion and (hopefully) better products. Interactive Internet Portals:  Interactive Internet Portals Integrated Local level Timely and integrated information Interactive delivery system Internet portal Generally use open source code. Slide6:  Navigation, Query and Print Tools Expandable Data Tree Map Features Slide7:  Query Database Slide8:  Query Result Slide9:  Get Streamflow Slide14:  Browse data source Select a data source to view Flood Forecast Display Tool:  Flood Forecast Display Tool NWS Operational Near-real time Desktop and web applications Template for national products Regional focus Portable template www.rrbdin.org Slide17:  NWS Current Forecast Slide18:  May 1998 Slide19:  May 1998 Slide20:  May 1998 Slide21:  May 1998 Slide22:  Old Irrigation District Map Greenfield ID, MT (~100,000 acres) Slide23:  New (GIS) Irrigation District Map Greenfield ID, MT Slide24:  Forecast Water Demand Evaluate Risk of Water Shortage Water Balance Across District Estimate Sediment Loads Portal to Continuous Data Automated Reports Red River Basin Drought DSS (Proposal):  Red River Basin Drought DSS (Proposal) Build on FFDT Low flow forecasting using hydrology model Soil moisture accounting (45,000 sq miles) tool Crop stress indices & risk to crops Interactive map to intakes structures and data Education and outreach Just submitted NOAA Letter of Intent. Local / Regional Data Challenges:  Local / Regional Data Challenges They have the (hard copy) data Data generally not in electronic format Don’t have the money to create the data Understanding the value can be challenging Can be privacy issues Turf Local / Regional Level Needs to Improve Data Sharing:  Local / Regional Level Needs to Improve Data Sharing GIS data models (e.g., like NHD, NASIS) Structure for sharing data (e.g., SHEFs) Example applications to demonstrate decision making value Understanding data quality (metadata / QC) Set priorities for data types of greatest (national) value Money for cost sharing data creation (based on national priority?) Money for maintenance Local / Regional Level Needs to Improve Data Sharing (cont.):  Local / Regional Level Needs to Improve Data Sharing (cont.) Define state role (e.g., NRIS in MT; use State as repository once data created) Grants to create metadata and get to repository? Understand local quirks can be challenging (eg. FFDT) Use OGC specifications (WMS/WFS) Remove institutional hurdles Embrace public / private / nonprofit partnerships Lessons Learned:  Lessons Learned It is possible to operationally implement product (e.g., FFDT) Success depends on cooperation (of all) Maintenance (of web site) can be a big issue Process to update data can be a big issue Can easily “lose” good information if no repository Lack ability to capitalize on local data (e.g., detailed subwatersheds) (maybe just use ftp site with metadata) Desire for Contributing :  Desire for Contributing Show local DSS examples with an eye toward NIDIS Provide glimpse of scalable tools and product template Describe successful process for operational implementation within NWS and deploying products to the web Share lessons learned from the successful deployment of regional DSS / Tool development Ideas about methods for integrating regional / local DSS into NIDIS Thanks for listening.
