Who needs help? A person who is illiterate A person who has a physical disability which prevents him from accomplishing his ballot independently. In order to be eligible to vote as an illiterate voter, the fact of the voter’s illiteracy must be reflected in the VRR. This is because illiteracy is a non-apparent condition, and the indication of illiteracy in the VRR is required to establish the existence of the disability.
