Health improvement model

What is Health Impact Assessment? Health Impact Assessment is a combination of procedures, methods and tools by which a policy, programme or project may be judged as to its potential effects on the health of a population , and the distribution of those effects within the population. (WHO 1999) A mechanism to support you to deliver in your role(s) as a health improving organisation(s)

Purpose of HIA Make explicit: what the health consequences are (intended and unintended…) who will bear those consequences. Make recommendations (evidence based) to: minimise harm… maximise benefits. In order to inform decision making

Identifying Impacts Can be used at different levels: A way of thinking A checklist of impacts (rapid) An analysis of evidence Further research

What is HIA about? Better policy making Opportunity to assess health inequalities Make explicit impacts on health / demonstrate the health gain of proposals Facilitates joint working Provides a mechanism for community consultation Informing the decision making process to improve health What it is not….. Not an alternative to decision making (contributes information to the decision making process) Not an evaluation of interventions intended to improve health Not new methods or research Not an end in itself (more a way of thinking) Health impact assessment

When might a HIA be used? Does need to be about a specific proposal in a local context When it is possible to change the proposal Concerns for example, that vulnerable groups of people may be disadvantaged by a proposal Negative results may be irreversible Where there is conflict or disagreement about a proposal and it is agreed a HIA may help to resolve it But ..are time, money and expertise available?

Identify populations affected

Consider checklist of determinants

HIA - Making it happen some challenges: Making it a routine part of planning Gaining commitment to HIA Time pressures Support for more detailed assessment (if required) Evidence base (availability and access) Assessing the right proposals Timing of screening and HIA Addressing the findings
