Significant Activity: Mar 12 – 13 Significant Events: • Ice Jam Flooding – Wyoming & Montana • Building Explosion/Collapse – Manhattan, NY Significant Weather: • Heavy snow ( wintry mix) – Northern New England • Moderate to heavy snow rain – parts of Ohio Valley to New England, moving into Mid-Atlantic • Rain and thunderstorms – Gulf Coast to the Eastern Seaboard • Snow – Pacific Northwest • Red Flag Warnings: Central Plains, FL, DC, & SC,NC • Critical Fire Weather/Elevated Fire Weather Areas: CA, NV, AZ, NM, TX & OK • Space Weather: Past 24 hours – Moderate: R2 radio blackouts, Minor: G1 geomagnetic storms occurred past 24 hours; next 24 hours – Minor, R1 radio blackouts predicted FEMA Readiness: No significant changes Declaration Activity: • Major Disaster Declaration (FEMA-4166-DR-SC) approved for South Carolina March 12, 2014 • Major Disaster Declaration request for the State of Maine denied March 12, 2014

Building Explosion – Upper Manhattan - FINAL Current Situation: • At approximately 10:00 am EDT, March 12, an explosion, possibly caused by a gas leak, caused a partial building collapse at 116th Street and Park Avenue in Upper Manhattan, NY • The two attached buildings housed a piano shop, local church and apartments • Media reporting 6 fatalities (unconfirmed), 63 injuries, and 9 people unaccounted for • Social media reports a gas odor in area before the explosion occurred • One shelter open with 70 occupants State/Local Response: • FDNY, FDNY bomb squad, NYPD, and FBI Crisis Management Team responded; NYPD conducted crowd control • Metro-North suspended service into and out of Grand Central Terminal; service was restored that evening • MTA buses re-routed and/or experiencing service delays in Manhattan • Rescue and recovery work continue at the local level FEMA Response: • Region II RRCC not activated; RWC remains at Watch/Steady State • NRCC not activated; NWC remains at Watch/Steady State • No requests for FEMA assistance Source: FDNY Source: NJ State Police ROIC

Yellowstone River, MT Worland, Greybull, WY Big Horn River MT & WY Region VIII Ice Jam Flooding – Montana & Wyoming Current Situation: • Ice jams are releasing and channels are opening up easing flooding concerns across portions of MT and WY • No significant or widespread property damage; no injuries or fatalities • No shortfalls, unmet needs, or requests for FEMA assistance Montana: • Governor declared a statewide State of Emergency • MT EOC at Level III (Partial Activation) • 10 counties , 3 cites and the Crow Tribe also declared emergencies • No shelters open Wyoming: (FINAL) ▲ WY EOC returned to Normal Operations ▲ Sandbagging operations have concluded; Washakie and Big Horn counties transitioning from response to recovery operations ▲ Preliminary reports: 6 homes and 2 businesses with major damage; 11 homes with minor damaged; no homes destroyed ▲ National Guard demobilizing; no shelters open FEMA Response: • NRCC is not activated; NWC is at Watch/Steady State ▲ Region VIII RRCC no longer activated for exercise; RWC remains at Watch/Steady State MT ND WY SD COUT

Winter Storm – Ohio to New England March 12-13, 2014: • Winter storm moving from Ohio to the Northeast, March 12-13 Impacts • Travel delays via road, rail and air expected; media reports 2,700 flights were cancelled or delayed Mar 12-13 • Total power outages; 65K (down from 77K) (*DOE EAGLE-I, as of 7:30 a.m. EDT, Mar 13) o 12K customers without power in Region I (11K in ME) o 6K customers without power in Region II (5K in NJ; 1K in NY) o 30K customers without power in Region III (13K in VA, and 9K in MD) o 11K customers without power in Region IV (8K in NC; 2k in FL) o 6K customers without power in Region V (2K in IL) FEMA Region IV: • South of winter storm system, severe thunderstorms affected North Carolina, with 17 wind reports in excess of 58 mph • 1 unconfirmed fatality in NC FEMA Region V: • RRCC not activated; RWC at Watch/Steady State • OH EOC (Level II) Partial Activation • 50 car pile-up occurred on Ohio Turnpike, Sandusky County, OH on March 12; 2 unconfirmed fatalities FEMA Region I, II and III: • FEMA Regions I-III remain at Watch/Steady State • NH and VT EOCs partially activated • New York o National Guard ARNG personnel supporting winter storm o Governor declared state of emergency for 14 counties March 12 o New York State OEM activated to Level III (Partial Activation) • All other State EOCs remain at Normal Operations/monitoring FEMA Headquarters: • NRCC not activated; NWC remains at Watch/Steady State • No requests for FEMA assistance *Note: Customer outage data is provided by the Department of Energy’s EAGLE-I system.
