Co-modality exploits the assets of each mode of transport (road for the flexibility, rail for the storage capacity; maritime and inland waterways for tonnage capacity, aviation for the speed over the very long distance). To develop logistics and to foster modal shift to less polluting modes where appropriate, especially on long distances, in urban areas and on congested corridors.
