Members: Austria, Belgium, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxemburg, Malta, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, The Netherlands, United Kingdom Enterprise DG Controls overall standards related policy including New and Global Approach Gives financial support to the secretariats of the European standards organizations and also funds special groups to take part in standardization. Where necessary, contributes towards the costs of developing some specific standards and often helps to fund related research projects. Health and Consumer Protection DG Takes care of public health, food safety, and consumer affairs issues Contact point of European Commission to Codex and WTO/SPS EFSA (European Food Safety Authority) Provides scientific advice on food and feed safety - including animal health and welfare and plant protection - and provides scientific advice on nutrition in relation to Community legislation. Trade DG Deals with WTO Agreement on TBT, SPS and Service Responsible for Mutual Recognition Agreements on Conformity Assessment Procedures (MRA) signed with third countries, and Protocols to the Europe Agreement on Conformity Assessment and Acceptance of Industrial Products (PECAs) signed with candidate countries Standards and Conformity Assessment Bodies - EU Slide3:  Environment DG Controls technical policy and regulations relating to environment, such as MEA’s and Eco labeling. Agriculture DG Controls food quality. EFTA (European Fair Trade Association) Secretariat EFTA secretariat maintains the management of the EFTA Convention (intra-EFTA trade), the EEA Agreement (EFTA-EU relations), and the EFTA free trade agreements (third country relations). Members: Iceland, Liechtenstein, Norway, Switzerland CEN (European Committee for Standardization) A system of formal processes to produce standards, shared principally between 28 National Members, 8 Associate Members and two Counselors CENELEC (European Committee for Electrotechnical Standardization) Prepares voluntary electrotechnical standards that helps develop the Single European Market/European Economic Area for electrical and electronic goods and services removing barriers to trade, creating new markets and cutting compliance costs. ETSI (European Telecommunications Standards Institute) Officially responsible for standardization of Information and Communication Technologies (ICT) within Europe. These technologies include telecommunications, broadcasting and related areas such as intelligent transportation and medical electronics Standards and Conformity Assessment Bodies - EU Slide4:  EUROMET (European Collaboration in Measurement Standards) Cooperative voluntary organization among national metrology institutes (NMI's) of the EU including the European Commission, EFTA and EU Accession States. WELMEC (European Cooperation in Legal Metrology) Founded based on the Memorandum of Understanding signed by representatives of 18 national legal metrology authorities in European Union and EFTA member states. EA (European Cooperation for Accreditation) The Members of EA are the nationally recognized accreditation bodies of the member countries or the candidate countries, of the European Union and EFTA. EOTC (European Organization for Conformity Assessment) Established by the European Commission, the European Free Trade Association (EFTA) and the European Standards Bodies. EUROLAB (European Federation of National Associations of Measurement, Testing and Analytical Laboratories) Created on the basis of a memorandum of understanding, signed by delegations representing the private and public laboratories of 17 out of the 19 countries of the EEC and EFTA. CEOC (European Confederation of Organizations for Testing, Inspection, Certification and Prevention Voluntary group of independent private, semi-private or governmental third party organizations, or associations of such organizations, for testing, technical inspection, certification of products and Quality Management Systems and risk prevention. Standards and Conformity Assessment Bodies - EU Slide5:  EurepGAP (Euro-Retailer Producer Working Group - Good Agricultural Practices) EurepGAP is a set of normative documents suitable to be accredited to internationally recognized certification criteria such as ISO Guide 65 ANEC (The European Consumer Voice in Standardization) Contributes directly to the work of more than 60 technical committees, working groups and new deliverables of the European Standards Organizations (ESOs). ECOS (European Environmental Citizens Organization for Standardization) A consortium of NGOs active in the field of environmental protection, created to enhance the voice of environment within the European standardization system. Influences the content of the European standards established by CEN (European Committee for Standardization) and CENELEC NORMAPME (The European Office of Crafts, Trades and SMEs for Standardization) To defend the interests of all European SMEs within the standardization system TUTB (European Trade Union Technical Bureau for Health and Safety) Monitors the framing, national incorporation and implementation of European legislation in the field of occupational health and safety. Runs networks of experts on technical standardization (ergonomics, safety of machinery) and hazardous substances Standards and Conformity Assessment Bodies - EU Slide6:  Note: The information contained in this presentation was compiled by the American National Standards Institute (ANSI) in collaboration with its public and private sector members and also with its international partners. The primary purpose of the chart is to attempt to portray, in high-level, block diagram form, the entities of the standards and conformity assessment systems of the particular economy and their primary inter-relationships and relationships to international and regional organizations – all on one slide. While many organizations have many subdivisions, only those subdivisions most directly related to standards and conformity assessment are shown. The chart is one perspective of the systems, with emphasis on identification and representation of the various entities. The chart would look different if the entities were drawn proportional to their relative work volumes in the systems, or if they were drawn proportional to their respective standards and conformity assessment revenues or budgets. Such a representation will have inaccuracies which will require correction. The chart is a work in progress and we welcome comments and suggestions for consistent improvement for purposes of accuracy and education.
