The Commons on Flickr and Copyright “ no known copyright restrictions”: 1. The copyright is in the public domain because it has expired; 2. The copyright was injected into the public domain for other reasons, such as failure to adhere to required formalities or conditions; 3. The institution owns the copyright but is not interested in exercising control; or 4. The institution has legal rights sufficient to authorize others to use the work without restrictions.

Situation for the National Archive The points 1 and 4 are applicable for the NA The NA is very cautious with copyright issues. About 50 % of the whole collection is either copyright free or the NA itself is the copyright holder. We only draw photos from this 50 %. Technical protection: the resolution of the photographs is too low to use for publicational purposes.
