What is Programmatic Poverty Assessment?:  What is Programmatic Poverty Assessment? A new approach which recognizes that effective poverty analysis and monitoring needs to be anchored in local institutional arrangements. Distinguishing elements are: Tailoring the poverty work to country-specific needs Developing a medium-term (3-year) poverty work program Including capacity building as an integral part of poverty work Providing a series of timely outputs to inform the country’s budget/policy needs and the Bank’s business needs Continuous dissemination process EXHIBIT 1 Programmatic Poverty Analysis in Russia – (1 of 2):  Programmatic Poverty Analysis in Russia – (1 of 2) Strong ownership: Demand-driven 3 year program; Memorandum of Understanding with the Government; High-level inter-ministerial Coordination Council; Joint Bank-government team Partnership: with DfID (U.K.) in the design and implementation of the program (a special trust fund created); involvement of Russian academic community through a competitive 'call for papers' and consultancies Bank commitment: multi-year program included in CAS; Multi-team Learning Grant to support Multisectoral team; WBI pilot for capacity enhancement Building Early Consensus on Results: series of learning events around draft analytical reports, and capacity building work EXHIBIT 2 Programmatic Poverty Analysis in Russia (2 of 2):  Programmatic Poverty Analysis in Russia (2 of 2) Impact Improved methodology for poverty measurement Improved poverty monitoring (sampling, survey design,etc..)
