If a doctor, lawyer, or dentist had 40 people in his office at one time, all of whom had different needs, and some of whom didn’t want to be there and were causing trouble, and the doctor, lawyer, or dentist, without assistance, had to treat them all with professional excellence for nine months, then he might have some conception of the classroom teacher’s job. -Donald D. No Child Left Behind, 2001:  No Child Left Behind, 2001 What Determines if a Teacher is Considered Highly Qualified?:  What Determines if a Teacher is Considered Highly Qualified? Prestige of his/her college? The level of degree(s) earned? Number of years of teaching experience? Teacher preparation test scores? Highly Qualified -Defined:  Highly Qualified -Defined In the State of Mississippi, a teacher is considered “highly qualified” if he/she holds a standard teaching certificate for the area in which he/she is providing instruction. Highly Qualified:  Highly Qualified As a requirement of No Child Left Behind, all schools in the nation were to have highly qualified teachers at the beginning of the 2006-2007 school year. Mississippi did not meet this requirement and was required to create a plan to move toward 100% compliance with all haste. Meridian Public School District:  Meridian Public School District Likewise, Meridian has not met the 100% compliance requirement for Highly Qualified Teachers. We will also be required to create a plan to move toward 100% compliance. MPSD HQ on the Horizon:  MPSD HQ on the Horizon In late October 2007, the HR Department will meet with ALL teachers who are not teaching on a standard license. These teachers will be made aware of options for alternate route programs and will be asked to specifically identify the one they will choose to participate in. Each of these teachers will create a timeline that requires them to meet all conditions to apply and be accepted into an alternate route program by the end of the 2007-2008 school year. Any teacher who has not met this requirement will be non-renewed upon the end of his/her contract. These persons will be made aware of options for alternate route programs and will be encouraged to meet all requirements for acceptance into one of the alternate route programs for the summer. As I was working, four paths diverged in a school auditorium…:  As I was working, four paths diverged in a school auditorium… Four Accepted Paths to Alternate Route Certification:  Four Accepted Paths to Alternate Route Certification Mississippi Alternate Path for Quality Teachers (MAPQT) Teach Mississippi Institute (TMI) Master of Arts in Teaching (MAT) American Board Certification for Teacher Excellence (ABCTE) All paths have similar components:  All paths have similar components Testing Training program or coursework One-year teaching internship Selecting the Path:  Selecting the Path Many candidates select an alternate route program based on some of the following criteria: Geographical location of the program Subject areas offered Cost and time commitment Internship requirements Grade Level His/her personal academic skills and professional background. Walking the Path:  Walking the Path Once candidates have successfully completed their testing, they must enroll in an alternate route program and complete the training or coursework required. Walking the Path:  Walking the Path Upon completing the required training or coursework, candidates will receive an initial alternate route license that will qualify them to teach as an intern for one year. These persons will be paid based on their bachelor’s degree as a first year teacher. “And that has made all the difference.”:  “And that has made all the difference.” Upon completion of the internship, candidates receive a five-year standard teaching license and are considered “highly qualified.” Mississippi Alternate Path for Quality Teachers (MAPQT):  Mississippi Alternate Path for Quality Teachers (MAPQT) MAPQT Eligible Subject Areas (7-12 Endorsement Only):  MAPQT Eligible Subject Areas (7-12 Endorsement Only) Art Biology Business Chemistry English French German Home Economics Marketing Math Music Physical Education Physics Social Studies Spanish Speech Communications Technology Education Special Education (7-12 MAPQT Testing Requirements:  MAPQT Testing Requirements Pass Praxis I (Three parts) Pass Praxis II Persons can be admitted to this program if they score within one “standard error of measurement” on the Praxis II. However, Praxis II must be retaken to become licensed. MAPQT Training Program:  MAPQT Training Program Three weeks of intensive instruction in the summer at several community college locations within the state. During the internship year, candidates will attend nine Saturday practicums (one per month) at the community college. Upon completion of the internship, candidates may apply for a five-year license. What’s the Cost?:  What’s the Cost? There is no fee for this program at this time. (Be aware of lodging and/or transportation costs.) Tests and Measurements – 3hrs. Upon completion of these two courses, the candidate should apply for an internship which also counts as 6 hours of graduate credit. At the end of the internship year, the MAT candidate can apply for a standard 5-year license. Additionally, the 12 hours of graduate credit can be used towards obtaining a Master’s degree. American Board Certification for Teacher Excellence (ABCTE):  American Board Certification for Teacher Excellence (ABCTE) ABCTE Eligible Subject Areas:  ABCTE Eligible Subject Areas Biology Chemistry English Math Physics ABCTE Testing Requirements:  ABCTE Testing Requirements Initial assessment in chosen subject area from ABCTE. (This assessment is $500.00) You will be assigned an advisor and will be prescribed an individual study profile. When sufficiently prepared, you will take the “Passport to Teaching” subject area examination. Upon passing the test you can apply for a teaching position as an intern. ABCTE Training Program:  ABCTE Training Program During your internship year, you will be assigned a mentor by ABCTE. This mentor will be a National Board Certified Teacher or an MDE trained mentor trained in the same subject area. (You will pay $300 to ABCTE for the mentor.) Additionally, candidates in the ABCTE program must also complete one of the following: MAPQT intensive 3-week summer training MDE 8-week online professional development training MAT 6 hours of pre-teaching graduate coursework. Upon completion of these requirements and the internship year, the candidate may apply for a standard 5-year license. ABCTE – What’s the Cost?:  ABCTE – What’s the Cost? $500 for the ABCTE initial subject area assessment. $300 for the mentor. Alternate Route Candidate Profile:  Alternate Route Candidate Profile Please complete the upper portion of the Alternate Route Candidate Profile and return to a member of the HR Staff before leaving. The MPSD will contact all interested persons within two weeks to set up an appointment to create a timeline for being admitted to an alternate-route program. Be thinking about the path you are interested in pursuing and be prepared to discuss your rationale at the first appointment. Preparing for Admission:  Preparing for Admission Once you’ve selected your alternate route path, the MPSD Office of Human Resources will offer regular advisory consults to provide technical assistance and monitor progress of your timeline.
