This presentation focuses on the cooperative efforts of the U.S. Department of State’s Middle East Partnership Initiative (MEPI) and the Omani Ministry of Education (MOE). Oman’s Online Teacher Training Project involved a 17-month pilot project of the design, development, implementation, and evaluation of e-learning to train grade-11 teachers of math, science, and English. One fundamental goal of the project was to build capacity within Oman’s MOE for future online training. The presentation describes the goals and outcomes of this international partnership, and valuable lessons that were learned through this challenging project.

Introduction What is OOTT? The Oman Online Teacher Training is an international partnership between the Sultanate of Oman and the USA, involved pilot testing the development and implementation of e-learning.

What is the Goal? To build capacity within Oman’s MoE for future design, development and delivery of online teacher training courses.

How did OOTT work? Project Team The Omani Team  12 members: 6 curriculum specialists (2 each from the areas of maths, science and English), 3 training specialists, and 3 IT specialists. The U.S Team  Seward’s team involved more than 20 individuals with expertise in project management, instructional design, computer programming, graphic design, video production, curriculum development, print design, editing, evaluation, and Arabic (translation and localization).

There was a gradual transfer of responsibility to the Oman team for the completion of each deliverable was implemented to ensure that the Omani team was developing the required skills.
