Members Organisation 2) THE EUROPEAN GAS INDUSTRY IN FIGURES Description of the European Gas Industry Developments of natural gas supplies until 2020 3) ENSURING RELIABLE SUPPLIES: EUROPEAN VIEW - Security of Supplies Concern - Ensuring reliable supplies 4) ROLE OF EUROGAS Coordination Group Thematic Groups Partnership with Russian Gas Society 5) EU-RUSSIA COMMON OBJECTIVES IN THE GAS SECTOR 1) EUROGAS IS A FORUM AND AN AMBASSADOR OF THE EUROPEAN NATURAL GAS INDUSTRY :  1) EUROGAS IS A FORUM AND AN AMBASSADOR OF THE EUROPEAN NATURAL GAS INDUSTRY Eurogas is a non profit association located in Brussels Members: - 22 companies - 12 National Federations and Associations involved in the supply, trading and distribution of natural gas, and related activities such as storage and LNG Objectives: Eurogas is promoting: - the interests of its membership - development of the natural gas industry in Europe - cooperation within the gas industry - smooth functioning of the European internal gas market Slide4:  19 EU and 3 non-EU countries 22 companies 12 National Federations 2) EU25 NATURAL GAS INDUSTRY IN FIGURES (Eurogas) : :  2) EU25 NATURAL GAS INDUSTRY IN FIGURES (Eurogas) : With 24%, natural gas is the second fuel in EU25 after oil (37%) EU25 consumed 492,5Bcm in 2005, representing a 1,9% increase as compared to 2004 Eurogas members represent 99% of the EU25 gas consumption (486Bcm in 2005) and a total of 516,4Bcm (Switzerland and Turkey included) The EU25 gas industry employs 207 255 people across Europe Covers 1 769 070 km of pipelines Has 10 operational LNG terminals (and another 10 currently under construction) Counts 117 storage facilities, with a maximum working volume of 72 551 million m³ EUROPEAN NATURAL GAS CONSUMPTION in 2004 AND 2005:  EUROPEAN NATURAL GAS CONSUMPTION in 2004 AND 2005 EU25 natural gas consumption increased by 1,9%, from 483,5 Bcm in 2004 to 492,5 Bcm in 2005 NATURAL GAS SALES BY SECTOR AND SUPPLIES BY ORIGIN:  NATURAL GAS SALES BY SECTOR (2004) EU25 NATURAL GAS SUPPLIES BY COUNTRY OF ORIGIN (2005) NATURAL GAS SALES BY SECTOR AND SUPPLIES BY ORIGIN DEVELOPMENT OF NATURAL GAS SUPPLIES IN EU25:  DEVELOPMENT OF NATURAL GAS SUPPLIES IN EU25 provisional data for 2005 *) of which: Nigeria 3%, Qatar 3% Basis for imports: Contracted volumes and prospective contract prolongations Russia without volumes via North European Gas Pipeline (NEGP) which are included in advanced projects Billion m³ Source: E.on Ruhrgas Remark: Malta and Cyprus are not supplied with natural gas 3) SECURITY OF SUPPLY OF NATURAL GAS : OUR COMMON CHALLENGE:  3) SECURITY OF SUPPLY OF NATURAL GAS : OUR COMMON CHALLENGE Possible circumstances giving rise to security of supply problems: In the event of poor long-term planning; long-term supply does not balance long-term demand In the event of medium/short-term market shortage, e.g. severe winter perhaps aggravated by poor planning Emergencies SUPPLY CAPACITIES FOR WESTERN EUROPE 2010 - 2020 (billion m³/year):  SUPPLY CAPACITIES FOR WESTERN EUROPE 2010 - 2020 (billion m³/year) Slide11:  KEY DEVELOPMENTS: Increasing import dependency from the current 40% to 70% in 2020 Europe has to compete for energy resources (Asia, USA) EUROPEAN COMMISSION ANSWERS: The Gas security of supply Directive: The Council Directive 2004/67/EC of 26 April 2004 sets minimum European security of supply standards. It establishes a common framework within which Members States can define general security of supply policies that are transparent, solidarity-based, non-discriminatory and consistent with the requirements of a single market in gas Deadline for transposition in the Member States was 19.05.2006 Green Paper on secure competitive and sustainable energy SECURITY OF SUPPLY OF NATURAL GAS ENSURING RELIABLE SUPPLIES FOR EUROPE: MAIN REQUIREMENTS :  ENSURING RELIABLE SUPPLIES FOR EUROPE: MAIN REQUIREMENTS Massive investments needed (Exploration and Production, pipes, LNG, storage), both upstream (production) and downstream (infrastructure) Diversification: energy sources/geographic zones/producing countries/suppliers/supply routes (pipelines and LNG) Importance of politically stable and legally clear relations with major non EU production areas (Russia, MENA, Caspian region) KEY ROLE OF EU-RUSSIA PARTNERSHIP 4) HOW EUROGAS CONTRIBUTES TO ENSURING RELIABLE SUPPLIES TO EUROPE ? :  4) HOW EUROGAS CONTRIBUTES TO ENSURING RELIABLE SUPPLIES TO EUROPE ? Eurogas is actively involved in EU policy making and Dialogues between authorities and industry, as illustrated by its: 1) Participation in the Gas coordination Group 2) Participation in the work of the Thematic Groups in the framework of the EU-Russia Energy Dialogue 3) Eurogas and the Russian Gas Society deepen their relations 1) PARTICIPATION IN THE GAS COORDINATION GROUP:  1) PARTICIPATION IN THE GAS COORDINATION GROUP The Council Directive 2004/67/EC of 26 April 2004 sets minimum European security of supply standards. Amongst others it defines general security of supply policies that are solidarity-based. This objective was materialized by the setting up of the Gas Coordination Group, whose main goals are to: facilitate coordination of security of supply measures by the Community in the event of a major supply disruption and assist when needed Member States in coordinating measures taken at national level The Group is composed of representatives of Member States, of representative bodies in the industry concerned (Eurogas for the gas industry) and of relevant consumers, under the chairmanship of the Commission Three preparatory meetings already took place in view of establishing the Group after the 19th of May 2006 (deadline for transposition of the Directive) 2) PARTICIPATION IN THE WORK OF THE THEMATIC GROUPS IN THE FRAMEWORK OF THE EU-RUSSIA ENERGY DIALOGUE :  2) PARTICIPATION IN THE WORK OF THE THEMATIC GROUPS IN THE FRAMEWORK OF THE EU-RUSSIA ENERGY DIALOGUE The four ‘Thematic Groups’ are: They are composed of senior experts from the European Commission and EU Member States, Russian government, and EU and Russian business (Eurogas for the gas industry) The working groups met several times since June 2005. The results of the group’s work are presented during the Permanent Partnership Council (PPC) on Energy, which held its first ever meeting in London on 3 October 2005. Its key objective was to give additional political impetus to EU - Russia energy cooperation and to give political legitimacy to the work of the Thematic Groups. A NECESSARY MECHANISM OPEN TO INDUSTRY AND AUTHORITIES INVESTMENT INFRASTRUCTURE TRADE ENERGY EFFICIENCY 3) EUROGAS AND THE RUSSIAN GAS SOCIETY DEEPEN THEIR RELATION:  3) EUROGAS AND THE RUSSIAN GAS SOCIETY DEEPEN THEIR RELATION With the assistance of the EU-Russia Technology Center in Moscow, Eurogas Secretariat and the Russian Gas society met a few times before deciding to deepen their relations. The concrete step came on the 1st of December 2005, when the Russian gas Society joined Eurogas as associate member. This closer link demonstrates the will of both the European and the Russian gas industry to work together and to establish a constructive dialogue. OUR BERLIN MEETING IS A MAJOR CONTRIBUTION TO THE PROCESS 5) KEY POINTS AND RECOMMENDATIONS AS RECOGNISED BY THE THEMATIC WORKING GROUP ON TRADE :  5) KEY POINTS AND RECOMMENDATIONS AS RECOGNISED BY THE THEMATIC WORKING GROUP ON TRADE Use and development of long term supply, storage, sales and transit contracts, spot markets On a « win-win » basis, developing reciprocity and access rules and mechanisms in Russia and EU in: Investment, infrastructures, market and production Considering the development of wholesale energy trade hubs Looking at international cooperation instruments Systematic and structured basis for energy cooperation projects Infrastructure projects contributing to Eurasian natural gas markets Supportive framework for cooperation between EU and Russian operators in order to improve energy efficiency and environmental performances Joint permanent mechanism for resolving issues of conflict Slide18:  THANK YOU FOR YOUR ATTENTION !
