Q7: What control measures do we need to impose? Q6: When and where do these effects take place in relation to each other? Q2: What have we been told to do and why? DEVELOPMENT OF INTENT Assessment Team: • Project Manager • User • All Designer Leads / Advisors • Cost and Legal Reps • Contractor / Construction Advisor • O&M Provider • Local Community Reps Project Charter Project Planning: The Assessment Process DEVELOPMENT OF PLAN • Sponsor’s intent • Specified and implied tasks incl hazardous tasks • Constraints and freedoms – Limits - incl risk appetite • Desired end State / Measure of success DIRECTION Intent; Effects / Deliverables; Main Effort / Priorities; Desired End State / Measure of Success • Establish concept • Identify activities • Develop activity scopes • Staff • Vehicles • Eqpt • Cost • Timings / schedule • Planning workshops • Develop WBS EH&S Control What are the tasks ? What could go wrong? • What are the hazards? • Who might be harmed & how? What could make it safer? • What is already being done to the mitigate hazards? • What additional safety control measures are necessary to negate the risk? Communicate Plan • Action by whom and when? • Post activity review: what learnt for next time? Design-out, control-out, then use PPE • Confirm WBS • Confirm schedule • Risk mitigation • Proj Control: QA, EH&S, Cost, Change, Doc • Contracts • Comms Mgt incl Reporting • Security FEEDBACK Provide: scope, schedule, cost and risk for all activities in WBS • Intent / Concept • Effects / Deliverables • Main Effort / Priorities
