Attached units can be any echelon but are typically battalion sized elements. Mission: The Maneuver Enhancement Brigade enables and enhances the full dimensional protection and freedom of maneuver of a supported Army, joint or multinational headquarters by shaping, leveraging or mitigating the effects of the operational environment at the tactical and operational levels. It augments maneuver and support brigades with functional assets to optimize the tailored capabilities of those organizations and enhance force application, protection, and focused logistics across multiple areas of operation and can provide a headquarters to command and control an assigned area of operations including maneuver forces. Maneuver Enhancement BDE Mission & Organization Slide15:  Maneuver Brigades for Long War Slide16:  $36.8B ARNG Equipping Requirements Over Time Slide17:  Need: Trends in Military Justice show a 42% increase in court-martials since 2000 Historically ARNG Trial Defense not centralized or regional like AC or USAR Varied availability and quality of ARNG Trial Defense (54 states and territories) Organization of Expanded ARNG Trial Defense Service: Supervision & Management: Chief, US Army Trial Defense Service Provides autonomy of TDS Promulgates policy for ARNG specific Defense issues Ensures appropriate training and training opportunities Deputy Chief (ARNG), TDS (Drilling ARNG 0-6) Serves under the authority of the Chief, USATDS Supervises and manages ARNG Defense Counsel Administers NGB TDS funds Funding: NGB will create a centralized fund to cover inter-state costs, training, and conferences. Intra-state services may continue to be funded by each state ARNG Trial Defense Expansion Slide18:  Organization of Expanded ARNG Trial Defense Service: Trial and Regional Defense Counsel: Trial Defense Counsel (TDC) selected by TDS Chain, with recommendations from State Judge Advocates Regional Defense Counsel (RDC) selected by TDS Chain, with recommendations from State Judge Advocates and advice of NGB Training and certification of ARNG TDC and RDCs is the same as AC and USAR TDC and RDCs. Licensure to practice: 25 States do not require ARNG JAs be licensed in the state to practice trial defense States that do require state licensure will be have TDC and RDCs from the state, waived in to practice, or admitted pro hac vice (admitted “for this one particular occasion”) End State: Change in availability of qualified Defense Counsel from one per 3000 troops to one Defense Counsel per 2000 troops.
