The inter-institutional platform: Who ?Efficiency: experience and guidance : 5 The inter-institutional platform: Who ?Efficiency: experience and guidance Bodies that generate and supply general statistics and basic tourism information: NSO, NTA, CB, associations of tourism enterprises; Bodies providing information on specific aspects of tourism: border control authorities, local agencies; Potential users of information on tourism (NTA (policy), universities (research), private sector (planning, marketing, promotion). Satellite accounting: Important to involve the unit in charge of the compilation of the national accounts of the country The inter-institutional platform: How? : 6 The inter-institutional platform: How? No unique way of creating this platform: stick to the local culture of inter-institutional collaboration Look for efficiency through flexibility Requirements: Articulate the degree and mode of involvement of each institution Firm institutional commitment of all participants - either through formal agreement or binding working arrangements Clear assignment of resources Clear rules concerning exchange of detailed information and the management of confidential data Organization of the platform:recommended composition and structure : 7 Organization of the platform:recommended composition and structure Depends on: the organization of the statistical system of the country, and on the specific institutional setting; The present state of the tourism data base; the institutional set up and status of the institutions in charge of tourism, and within these institutions, of the structure specifically in charge of tourism statistics (adequate level for discussion); The local practices in developing projects common to various institutions; The initiative can come from top-down or bottom-up The interinstitutional platform:practical modus operandi : 8 The interinstitutional platform:practical modus operandi Requirements: strong organization of teams and meetings precise agenda for each meeting prompt follow-up of decisions organized project secretariat Organizational scheme : 9 Organizational scheme T.C. Specific role Policy setting Revision of the work plan and its implementation Commitment of the institutions they represent into the program: assignment of resources, technical and staff Validation of the results and their promotion The link between the different levels : 11 The link between the different levels TSA National Team Made of high level technical staff of main institutions involved Chaired possibly by head of unit in charge of National Accounts compilation Operational function Define the process for the implementation of the TSA and the work program Give the technical orientation which is needed Review and approve the work done by adhoc technical committees if they exist, by units of the participating bodies or by a specifically established unit; Submit proposals and results to the Council for the TSA Development The role of specific institutions : 12 The role of specific institutions National Tourism Administrations (NTAs) Leading role in the Council for the TSA Development; Coordination of the different stakeholders; Major orientations in terms of tourism policy design. National Statistical Offices (NSOs) Integration within the general statistical system of the country; Technical orientations and know how in national accounts, survey design and collection of statistical information; Responsible of the credibility of the exercise. The role of the private sector (including the academy) : 13 The role of the private sector (including the academy) Essential role as: Main providers of information Important users of information Provide advice and help foster collaboration with respondents, through: Improved data collection instruments/ questionnaires adapted to the operating and accounting practices of their constituencies; Improved communication between data collectors and data suppliers and users Participations of participating institutions to the different stages : 14 Participations of participating institutions to the different stages The inter-institutional platform : The inter-institutional platform Country experiences The case of Iran : 16 The case of Iran The development of the TSA was considered within the Tourism Development and Management Master Plan: strong institutionalism of the project Short term objective: 2001-2005: to improve the statistical basis; Medium to long term objective: 2006-2015: to measure effectively the economic impact of tourism in order to properly and credibly assess the progress with the design of strategies to enhance the economic impact of tourism.
