Harmonisation and Alignment:  Harmonisation and Alignment Danida Water Advisers’ Seminar 1-4 February 2006 Labadi Beach Hotel, Accra Harmonisation and Alignment:  Harmonisation and Alignment Harmonisation is: Co-ordination and merging of processes, institutions and systems among aid agencies Alignment is: Development assistance coherence with and integration into the government systems and institutions of the receiving countries Harmonisation and Alignment (Burden as ranked by Respondents):  Harmonisation and Alignment (Burden as ranked by Respondents) Harmonisation and Alignment (Initiatives suggested for improvements):  Harmonisation and Alignment (Initiatives suggested for improvements) Harmonisation and Alignment (Rome Declaration on Harmonisation – 25/2/2003):  Harmonisation and Alignment (Rome Declaration on Harmonisation – 25/2/2003) We the heads of multilateral and bilateral development institutions and representatives of the IMF, other multilateral financial institutions and partner countries gathered in Rome, Italy on February 24-25, 2003, reaffirm our commitment to eradicate poverty, achieving sustained economic growth and promoting sustainable development as we advance to an inclusive and equitable economic system. Our deliberations are an important international effort to harmonise the operational policies, procedures and practices of our institutions with those of partner country systems to improve the effectiveness of development assistance and thereby contributing to meeting the Millennium Development Goals (MDGs). Harmonisation and Alignment (Rome Declaration on Harmonisation – 25/2/2003):  Harmonisation and Alignment (Rome Declaration on Harmonisation – 25/2/2003) Improvement in Development Effectiveness - donor requirements and processes for preparing, delivering and monitoring development assistance are generating unproductive transaction costs for and drawing down the limited capacity of partner countries etc. etc….. these issues require urgent, coordinated and sustained action to improve the effectiveness on the ground. - important that partner countries assuming stronger leadership role in the coordination of development assistance and assist in building their capacity to do so……….the key element is a country-based approach that emphasises country ownership and government leadership, includes capacity building, recognises diverse aid modalities and engages civil society incl. the private sector. Harmonisation and Alignment (Rome Declaration on Harmonisation 25/2/2003):  Harmonisation and Alignment (Rome Declaration on Harmonisation 25/2/2003) Good Practice Standards or Principles - historical origins, institutional mandates, governance structures and authorising environments vary, in many instances we can simplify and harmonise the requirements and reduce the associated costs, while improving fiduciary oversight and public accountability and enhancing the focus on concrete development results……….. We are ready to follow existing good practices while continuing to identify and disseminate new ones. (Bangladesh, Kenya and Zambia) - providing budget, sector or balance of payment support where it is consistent with the mandate of the donor and when appropriate policy and fiduciary arrangements are in place - promoting harmonised approaches in global and regional programs Harmonisation and Alignment (Paris Declaration on Aid Effectiveness 2/3/2005):  Harmonisation and Alignment (Paris Declaration on Aid Effectiveness 2/3/2005) Statement of Resolve We, ministers of developed and developing countries responsible for promoting development and heads of multilateral and bilateral institutions, meeting in Paris on 2 March 2005, resolve to take far- reaching and monitorable actions to reform the ways we deliver and manage as as we look ahead to the UN five year review of the Millennium Declaration and the Millennium Development Goals (MDGs) later this year…………………. - scale up for more effective aid - adapt and apply to differing country situations - specify indicators, timetable and targets - monitor and evaluate implementation Harmonisation and Alignment (Paris Declaration on Aid Effectiveness 2/3/2005):  Harmonisation and Alignment (Paris Declaration on Aid Effectiveness 2/3/2005) Partnership Commitments Ownership (partner countries exercise leadership over their development policies and strategies and co-ordinate development actions) Alignment (donors base their overall support on partner countries’ national development strategies, institutions and procedures) Harmonisation (donors actions are more harmonised, transparent and collectively effective) Managing for Results (Managing resources and improving decision-making for results) Mutual Accountability (donors and partners are accountable for development results) Harmonisation and Alignment (Paris Declaration on Aid Effectiveness 2/3/2005):  Harmonisation and Alignment (Paris Declaration on Aid Effectiveness 2/3/2005) Indicators of Progress (to be measured nationally and monitored internationally – [targets for 2010] 1. Partners have operational development strategies [ 75%] 2a. Reliable public financial management (PMF) systems [half of the partner countries move up one measure on the PMF/CPIA (Country Policy and Institutional Assessment) scale of performance] 2b. Reliable procurement systems [one-third of partner countries move up at least one measure on the four-point scale used to assess performance for this indicator] 3. Aid flows are aligned on national priorities [halve the proportion of aid flows to government sector not reported on governments budget(s)] 4. Use of country PFM systems [depending on score (2a) all donors or 90% of donors use countries PFM systems] 5b. Avoiding parallel project management units (PMUs)[ reduce by two-thirds the stock of parallel PMUs] 7. Aid is more predictable [halve the proportion of aid not disbursed within the fiscal year for which it was scheduled] 8. Aid is untied [continued progress over time] 9. Meanwhile, evaluations could be used to identify an increased number of case studies that illustrate how the lack of harmonisation in specific cases reveals the problems of the overall aid management system and so maintain the political commitment required to implement the harmonisation agenda.
